V d\u011btsk\u00fdch skupin\u00e1ch se toti\u017e d\u011bti jen hl\u00eddaj\u00ed a nemaj\u00ed na rozd\u00edl od mate\u0159sk\u00fdch \u0161kol vzd\u011bl\u00e1vac\u00ed a kulturn\u00ed program. \u00a0<!--more--><\/strong><\/p>\n<p><strong>Hana Aulick\u00e1 J\u00edrovcov\u00e1<\/strong><\/p>\n<p>C\u00edlem tohoto z\u00e1kona nen\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed d\u011bt\u00ed, jak je tomu v r\u00e1mci mate\u0159sk\u00fdch \u0161kol, ale zam\u011b\u0159uje se na hl\u00edd\u00e1n\u00ed a pravidelnou p\u00e9\u010di mimo dom\u00e1cnost d\u00edt\u011bte v kolektivu d\u011bt\u00ed se zam\u011b\u0159en\u00edm na zaji\u0161t\u011bn\u00ed pot\u0159eb d\u00edt\u011bte, v\u00fdchovu, rozvoj schopnost\u00ed, kulturn\u00edch a hygienick\u00fdch n\u00e1vyk\u016f. Tak\u00e9 ur\u010duje provozn\u00ed po\u017eadavky na z\u00e1klad\u011b velikosti, kterou si z\u0159izovatel zvol\u00ed, ur\u010duje i z\u0159izovatele, mo\u017enost z\u00edsk\u00e1n\u00ed financ\u00ed a mo\u017enost ode\u010dtu z dan\u00ed. P\u0159edloha v\u0161ak \u0159e\u0161\u00ed pohled na d\u00edt\u011b a jeho pr\u00e1va.<\/p>\n<p>V\u00fdchodiskem pro stanoven\u00ed c\u00edl\u016f p\u0159ed\u0161koln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed se stal osobnostn\u011b orientovan\u00fd model, kter\u00fd respektuje p\u0159irozen\u00e9 pot\u0159eby d\u011bt\u00ed a vytv\u00e1\u0159\u00ed optim\u00e1ln\u00ed podm\u00ednky pro jejich rozvoj. Jako z\u00e1kladn\u00ed koncep\u010dn\u00ed materi\u00e1l byl \u00fasp\u011b\u0161n\u011b implementov\u00e1n r\u00e1mcov\u011b vzd\u011bl\u00e1vac\u00ed program pro p\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed. \u010cR m\u00e1 na rozd\u00edl od okoln\u00edch, i vysoce vysp\u011bl\u00fdch, st\u00e1t\u016f vzd\u011bl\u00e1vac\u00ed syst\u00e9m na vysok\u00e9 \u00farovni. Pro\u010d tedy uva\u017eujeme o velk\u00e9m kroku zp\u011bt? P\u0159i vzd\u011bl\u00e1v\u00e1n\u00ed d\u011bt\u00ed jsou samoz\u0159ejmost\u00ed prvky obsa\u017een\u00e9 v p\u00e9\u010di o d\u00edt\u011b v d\u011btsk\u00e9 skupin\u011b, co\u017e neplat\u00ed naopak.<\/p>\n<p>P\u00e9\u010de o d\u00edt\u011b v d\u011btsk\u00e9 skupin\u011b nezaji\u0161\u0165uje pr\u00e1vo d\u00edt\u011bte na vzd\u011bl\u00e1v\u00e1n\u00ed. EU zd\u016fraznila sm\u011brem k \u010cR pot\u0159ebu alternativ p\u00e9\u010de o d\u00edt\u011b v p\u0159ed\u0161koln\u00edm v\u011bku. Rozhodn\u011b ale nenab\u00e1d\u00e1 k \u00fat\u011bku od vzd\u011bl\u00e1v\u00e1n\u00ed. Zaji\u0161t\u011bn\u00ed pot\u0159eb rodi\u010d\u016f by m\u011blo komunikovat s pot\u0159ebami d\u011bt\u00ed. EU na z\u00e1klad\u011b uplatn\u011bn\u00ed pr\u00e1v v\u0161ech z\u00fa\u010dastn\u011bn\u00fdch &#8211; rodi\u010d\u016f, zam\u011bstnavatel\u016f i d\u011bt\u00ed &#8211; po\u017eaduje \u0159e\u0161en\u00ed. Navrhuje volbu alternativ. Nenab\u00e1d\u00e1 v\u0161ak ke sn\u00ed\u017een\u00ed dosa\u017een\u00fdch standard\u016f ve vzd\u011bl\u00e1v\u00e1n\u00ed, a tak vlastn\u011b omezov\u00e1n\u00ed pr\u00e1v d\u00edt\u011bte.<\/p>\n<p>Z\u00e1kon sni\u017euje standard \u00farovn\u011b p\u00e9\u010de o d\u011bti, neposkytuje vzd\u011bl\u00e1v\u00e1n\u00ed, nezaji\u0161\u0165uje \u00farove\u0148 stravov\u00e1n\u00ed, uvol\u0148uje odbornost pedagogick\u00e9ho p\u016fsoben\u00ed na d\u00edt\u011b a kontroln\u00ed syst\u00e9m se op\u00edr\u00e1 o nepedagogick\u00e9 instituce.<\/p>\n<p>Kam se ztratila pr\u00e1va d\u00edt\u011bte? Nem\u011bli bychom dopustit, aby se d\u00edt\u011b stalo rukojm\u00edm sou\u010dasn\u00e9 doby. Pro\u010d m\u00e1 m\u00edt nedostatek financ\u00ed dopad na vzd\u011bl\u00e1v\u00e1n\u00ed na\u0161ich d\u011bt\u00ed? Bohu\u017eel, ekonomick\u00e9 a organiza\u010dn\u00ed probl\u00e9my na\u0161\u00ed spole\u010dnosti \u00fato\u010d\u00ed na pot\u0159eby, z\u00e1jmy vysp\u011bl\u00e9 pedagogiky a na p\u0159irozen\u00e9 pot\u0159eby d\u011bt\u00ed. \u0158e\u0161en\u00edm by m\u011bla b\u00fdt snaha roz\u0161\u00ed\u0159it kapacitu ve\u0159ejn\u00fdch p\u0159ed\u0161koln\u00edch za\u0159\u00edzen\u00ed p\u00e9\u010de o d\u011bti a nav\u00e1zat na dlouholetou tradici a vysokou \u00farove\u0148 t\u00e9to p\u00e9\u010de z p\u0159edchoz\u00edch let. Pokud by byl p\u0159ijat z\u00e1kon o d\u011btsk\u00fdch skupin\u00e1ch v tomto zn\u011bn\u00ed, jdeme vst\u0159\u00edc postupn\u00e9 likvidaci s\u00edt\u011b mate\u0159sk\u00fdch \u0161kolek a cel\u00e9 vysok\u00e9 \u00farovn\u011b p\u0159ed\u0161koln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed v \u010cR. Proto navrhuji vr\u00e1tit n\u00e1vrh z\u00e1kona navrhovateli k dopracov\u00e1n\u00ed.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>PRVOTN\u00cd BY M\u011aL B\u00ddT Z\u00c1JEM A PR\u00c1VA D\u00cdT\u011aTE<\/strong><\/p>\n<p><strong>Marta Semelov\u00e1<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Z\u00e1kon m\u00e1 n\u011bkolik rovin.<\/strong><\/p>\n<p>Jednou z nich je pohled rodi\u010de, kter\u00fd pot\u0159ebuje nastoupit do pr\u00e1ce. Dal\u0161\u00ed lze vn\u00edmat v souvislosti s ekonomickou situac\u00ed \u010cR, v souvislosti s podporou rodin a zam\u011bstnanosti. V\u00fdznamn\u00e1 je rovina vzd\u011blanostn\u00ed a soci\u00e1ln\u00ed. \u00dahl\u016f pohledu na p\u0159edlo\u017een\u00fd n\u00e1vrh by mohlo b\u00fdt ur\u010dit\u011b v\u00edc. Ov\u0161em v ka\u017ed\u00e9m p\u0159\u00edpad\u011b by na prvn\u00edm m\u00edst\u011b toho, co bychom p\u0159i diskusi m\u011bli m\u00edt na z\u0159eteli, m\u011bl b\u00fdt z\u00e1jem a pr\u00e1va d\u00edt\u011bte. Pr\u00e1vo na zdrav\u00fd v\u00fdvoj, na stejnou startovac\u00ed \u010d\u00e1ru v r\u00e1mci celo\u017eivotn\u00ed dr\u00e1hy vzd\u011bl\u00e1v\u00e1n\u00ed, na vyrovn\u00e1n\u00ed p\u0159\u00edpadn\u00fdch sociokulturn\u00edch rozd\u00edl\u016f. Kl\u00ed\u010dovou roli p\u0159i tom hraje mate\u0159sk\u00e1 \u0161kola, kter\u00e1 nejen\u017ee pln\u00ed funkci v\u00fdchovnou a soci\u00e1ln\u00ed, ale p\u0159edev\u0161\u00edm poskytuje p\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed v dob\u011b, kdy se formuj\u00ed z\u00e1klady osobnosti d\u00edt\u011bte a p\u0159edpoklady pro jeho dal\u0161\u00ed vzd\u011bl\u00e1vac\u00ed dr\u00e1hu.<\/p>\n<p>Jde o ucelen\u00fd syst\u00e9m p\u0159ed\u0161koln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed, kter\u00fd se op\u00edr\u00e1 o v\u011bdeck\u00e9 poznatky, zku\u0161enosti a pot\u0159eby d\u00edt\u011bte. Vych\u00e1z\u00ed ze vzd\u011bl\u00e1vac\u00edch program\u016f, je\u017e p\u0159im\u011b\u0159en\u011b v\u011bku rozv\u00edjej\u00ed osobnost ka\u017ed\u00e9ho jedince, jeho slo\u017eku rozumovou i citovou, t\u011blesn\u00fd v\u00fdvoj, komunika\u010dn\u00ed schopnosti, z\u00e1klady jazykov\u00e9 a matematick\u00e9, grafomotoriku, pozn\u00e1v\u00e1n\u00ed okoln\u00edho prost\u0159ed\u00ed, hudebn\u00ed a v\u00fdtvarn\u00e9 schopnosti. Prost\u0159ednictv\u00edm t\u00e9to p\u0159\u00edpravy si d\u011bti osvojuj\u00ed i z\u00e1kladn\u00ed pravidla chov\u00e1n\u00ed, \u017eivotn\u00edch hodnot a mezilidsk\u00fdch vztah\u016f. Vytv\u00e1\u0159\u00ed p\u0159edpoklady pro pokra\u010dov\u00e1n\u00ed ve vzd\u011bl\u00e1v\u00e1n\u00ed, napom\u00e1h\u00e1 vyrovn\u00e1vat nerovnom\u011brnosti v\u00fdvoje d\u011bt\u00ed p\u0159ed vstupem do z\u00e1kladn\u00ed \u0161koly a poskytuje speci\u00e1ln\u011b pedagogickou p\u00e9\u010di d\u011btem se specifick\u00fdmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami \u010di zdravotn\u00edm stavem. Mate\u0159sk\u00e9 \u0161koly d\u00e1vaj\u00ed tak\u00e9 velmi pot\u0159ebnou podporu d\u011btem, kter\u00e9 p\u0159ich\u00e1zej\u00ed ze sociokulturn\u011b znev\u00fdhodn\u011bn\u00e9ho prost\u0159ed\u00ed.<\/p>\n<p>Nezastupitelnost a v\u00fdznam p\u0159ed\u0161koln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed &#8211; ne hl\u00edd\u00e1n\u00ed, o n\u011bm\u017e je p\u0159edlo\u017een\u00fd n\u00e1vrh z\u00e1kona &#8211; potvrzuj\u00ed nejen u\u010ditelky elementaristky na z\u00e1kladn\u00edch \u0161kol\u00e1ch, ale i mezin\u00e1rodn\u00ed v\u00fdzkumy. \u017d\u00e1ci, kte\u0159\u00ed nav\u0161t\u011bvovali mate\u0159skou \u0161kolu, dosahuj\u00ed lep\u0161\u00edch v\u00fdsledk\u016f nap\u0159. v testech PISA a \u010dast\u011bji vstupuj\u00ed do terci\u00e1rn\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed. Vytvo\u0159en\u00ed dobr\u00fdch z\u00e1klad\u016f v pr\u016fb\u011bhu p\u0159ed\u0161koln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed tedy m\u016f\u017ee v\u00fdznamn\u011b zv\u00fd\u0161it \u0161anci jedince na \u00fasp\u011bch v \u017eivot\u011b. Vytvo\u0159en\u00ed takov\u00fdch p\u0159edpoklad\u016f pro v\u0161echny d\u011bti by m\u011blo b\u00fdt prioritou ka\u017ed\u00e9 vl\u00e1dy. Naopak rezignace na p\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed ze strany st\u00e1tu uz\u00e1kon\u011bn\u00edm d\u011btsk\u00fdch skupin n\u00e1s vrac\u00ed do 19. stolet\u00ed k opatrovn\u00e1m \u010di k tzv. p\u011bstovn\u00e1m.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>M\u00edsto u\u010ditelky M\u0160 jen ch\u016fva<\/strong><\/p>\n<p>Hl\u00eddac\u00ed a odkl\u00e1dac\u00ed slu\u017eba pod n\u00e1zvem d\u011btsk\u00e1 skupina nam\u00edsto mate\u0159sk\u00fdch \u0161kol povede ke zhor\u0161en\u00ed znalostn\u00edch a soci\u00e1ln\u00edch n\u00e1vyk\u016f d\u011bt\u00ed a pon\u00ed\u017een\u00ed pr\u00e1va d\u00edt\u011bte na rovn\u00e9 \u0161ance v p\u0159\u00edstupu ke vzd\u011bl\u00e1n\u00ed. P\u0159itom ve vztahu k po\u017eadavku ministra \u0161kolstv\u00ed na zaveden\u00ed povinn\u00e9ho posledn\u00edho ro\u010dn\u00edku pro p\u0159ed\u0161kol\u00e1ky p\u0159ed vstupem do z\u00e1kladn\u00ed \u0161koly, co\u017e pova\u017euji za n\u00e1vrh zcela opr\u00e1vn\u011bn\u00fd, je p\u0159edlo\u017een\u00fd n\u00e1vrh ministryn\u011b pr\u00e1ce a soci\u00e1ln\u00edch v\u011bc\u00ed na hl\u00eddac\u00ed slu\u017eby v rozporu.<\/p>\n<p>Souhlasit nemohu ani s degradac\u00ed povol\u00e1n\u00ed u\u010ditelky mate\u0159sk\u00e9 \u0161koly v souvislosti s d\u011btsk\u00fdmi skupinami, ke kter\u00e9 dojde. Na jedn\u00e9 stran\u011b chceme, aby m\u011bly co nejvy\u0161\u0161\u00ed odborn\u00e9 pedagogick\u00e9 a psychologick\u00e9 vzd\u011bl\u00e1n\u00ed, nut\u00edme je, aby pro\u0161ly r\u016fzn\u00fdmi \u0161kolen\u00edmi a kurzy, zahlcujeme je pap\u00edrov\u00e1n\u00edm, pov\u011b\u0159ujeme je tak mimo\u0159\u00e1dn\u011b zodpov\u011bdn\u00fdm \u00fakolem, jako je zpracov\u00e1n\u00ed \u0161koln\u00edch vzd\u011bl\u00e1vac\u00edch program\u016f a v\u0161emo\u017en\u00fdch projekt\u016f, kter\u00e9 mus\u00ed zohled\u0148ovat nejen rozvoj v\u0161ech str\u00e1nek osobnosti d\u00edt\u011bte, ale tak\u00e9 zdrav\u00ed, \u017eivotn\u00ed styl, stanovenou dobu pobytu venku, prevenci, upev\u0148ov\u00e1n\u00ed hygienick\u00fdch n\u00e1vyk\u016f a dal\u0161\u00ed podm\u00ednky, a na druhou stranu jim \u0159\u00edk\u00e1me, \u017ee pro p\u0159ed\u0161koln\u00ed v\u00fdchovu sta\u010d\u00ed ch\u016fva \u010di soci\u00e1ln\u00ed pracovnice. Nem\u011blo by to b\u00fdt obr\u00e1cen\u011b? Nem\u011bli bychom usilovat o co nejvy\u0161\u0161\u00ed zv\u00fd\u0161en\u00ed presti\u017ee pedagog\u016f a pochopiteln\u011b i plat\u016f? P\u0159itom v\u00fdkon povol\u00e1n\u00ed pedagog\u016f na v\u0161ech stupn\u00edch \u0161kol je st\u00e1le n\u00e1ro\u010dn\u011bj\u0161\u00ed.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>ZA P\u00c9\u010c\u00cd O D\u011aTI SE SKR\u00ddV\u00c1 BYZNYS<\/strong><\/p>\n<p><strong>Alena Nohavov\u00e1<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Navrhovan\u00fd vznik d\u011btsk\u00e9 skupiny pova\u017euji za nedobr\u00e9 \u0159e\u0161en\u00ed. Rodi\u010d\u016fm sice umo\u017en\u00edme nastoupit do zam\u011bstn\u00e1n\u00ed, ale nedokonal\u00fdm n\u00e1vrhem z\u00e1kona utrp\u00ed d\u011bti. Ide\u00e1ln\u00edm \u0159e\u0161en\u00edm by bylo roz\u0161\u00ed\u0159en\u00ed kapacit st\u00e1vaj\u00edc\u00edch mate\u0159sk\u00fdch \u0161kol. P\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed m\u00e1 v \u010cR nejen dlouholetou tradici, ale je p\u0159edev\u0161\u00edm detailn\u011b propracovan\u00e9 a nem\u00e1 ve sv\u011bt\u011b konkurenci. Poskytuje nejen vzd\u011bl\u00e1v\u00e1n\u00ed, ale i dal\u0161\u00ed slu\u017eby, jako je stravov\u00e1n\u00ed s dodr\u017eov\u00e1n\u00edm velice p\u0159\u00edsn\u00fdch hygienick\u00fdch pravidel. P\u0159ed\u0161koln\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed m\u00e1 nesm\u00edrn\u00fd v\u00fdznam, v\u0161estrann\u011b rozv\u00edj\u00ed d\u011bti ve v\u011bku od t\u0159\u00ed do \u0161esti let a vytv\u00e1\u0159\u00ed p\u0159edpoklad pro budouc\u00ed \u00fasp\u011b\u0161nost \u017e\u00e1ka. Chyby, kter\u00fdch se na d\u011btech dopust\u00edme v tomto v\u011bkov\u00e9m obdob\u00ed, si ponesou po cel\u00fd \u017eivot. Mate\u0159sk\u00e9 \u0161koly jsou sou\u010d\u00e1st\u00ed vzd\u011bl\u00e1vac\u00ed soustavy \u010cR s kvalifikovan\u00fdmi pedagogy. D\u011btsk\u00e1 skupina vzd\u011bl\u00e1v\u00e1n\u00ed poskytovat nem\u00e1 a omezuje se pouze na hl\u00edd\u00e1n\u00ed. Jde tedy proti sou\u010dasn\u00e9mu trendu, kdy na jedn\u00e9 stran\u011b prosazujeme nutnost posledn\u00edho ro\u010dn\u00edku mate\u0159sk\u00e9 \u0161koly jako povinn\u00e9ho, a na druh\u00e9 stran\u011b d\u011btsk\u00fdmi skupinami bychom tento c\u00edl negovali.<\/p>\n<p>N\u00e1vrh definuje c\u00edlovou skupinu od jednoho roku do za\u010d\u00e1tku \u0161koln\u00ed doch\u00e1zky. Z toho vypl\u00fdv\u00e1, \u017ee se roz\u0161i\u0159uje po\u010det d\u011bt\u00ed v d\u011btsk\u00e9 skupin\u011b o dva v\u011bkov\u00e9 ro\u010dn\u00edky, kter\u00e9 p\u016fvodn\u011b pat\u0159ily do jesl\u00ed. Na jedn\u00e9 stran\u011b se n\u00e1vrh tv\u00e1\u0159\u00ed jako nouzov\u00e9 \u0159e\u0161en\u00ed nedostatku m\u00edst v mate\u0159sk\u00fdch \u0161kol\u00e1ch, a hned v \u00favodn\u00edch paragrafech roz\u0161i\u0159uje p\u016fsobnost oproti mate\u0159sk\u00fdm \u0161kol\u00e1m o dal\u0161\u00edch 200 tis\u00edc m\u00edst. Vytv\u00e1\u0159\u00ed p\u0159evahu nab\u00eddky nad popt\u00e1vkou, kter\u00e1 v dob\u00e1ch poklesu pot\u0159eby povede k ru\u0161en\u00ed nejpropracovan\u011bj\u0161\u00ed formy p\u00e9\u010de o d\u011bti, mate\u0159sk\u00fdch \u0161kol. Ot\u00e1zkou je, zda by skupiny nemohly b\u00fdt omezeny pouze na v\u011bk d\u011bt\u00ed do t\u0159\u00ed let. Do d\u011btsk\u00e9 skupiny maj\u00ed b\u00fdt um\u00eds\u0165ov\u00e1ny i d\u011bti v posledn\u00edm ro\u010dn\u00edku p\u0159ed n\u00e1stupem do \u0161koly, ty pak budou nedostate\u010dn\u011b p\u0159ipraven\u00e9 na vstup do \u0161koly. Zde p\u016fjdou proti sob\u011b dva z\u00e1kony &#8211; z\u00e1kon o d\u011btsk\u00fdch skupin\u00e1ch a \u0161kolsk\u00fd z\u00e1kon, co\u017e povede k vytv\u00e1\u0159en\u00ed dvou kast: d\u011bti, kter\u00e9 absolvovaly mate\u0159skou \u0161kolu, budou m\u00edt v\u00fdhodu na startovac\u00ed \u010d\u00e1\u0159e ve \u0161kole, a d\u011bti, kter\u00e9 projdou pouze hl\u00eddac\u00ed slu\u017ebou, budou znev\u00fdhodn\u011bny.<\/p>\n<p>N\u00e1vrh uv\u00e1d\u00ed, \u017ee je neuspokojeno necel\u00fdch 60 tis\u00edc \u017e\u00e1dost\u00ed. Jsou to \u017e\u00e1dosti, ne skute\u010dn\u00fd po\u010det neum\u00edst\u011bn\u00fdch d\u011bt\u00ed, co\u017e je rozd\u00edl.
