K\u010d"},"content":{"rendered":"<p><strong>Na konci prosince 2014 evidoval \u00da\u0159ad pr\u00e1ce \u010cR (\u00daP \u010cR) 61 146 osob se zdravotn\u00edm posti\u017een\u00edm (OZP), tedy 11,3 % z celkov\u00e9ho po\u010dtu uchaze\u010d\u016f. Na podporu jejich zam\u011bstn\u00e1v\u00e1n\u00ed poskytl b\u011bhem dvan\u00e1cti m\u011bs\u00edc\u016f lo\u0148sk\u00e9ho roku celkem 4,104 mld. K\u010d.<\/strong><!--more--><\/p>\n<p>V \u010cesk\u00e9 republice \u017eije zhruba jeden milion lid\u00ed se zdravotn\u00edm posti\u017een\u00edm. Ne ka\u017ed\u00e9mu z nich se ale poda\u0159\u00ed naj\u00edt vhodnou pr\u00e1ci.<\/p>\n<p>&#8222;V zam\u011bstn\u00e1v\u00e1n\u00ed osob se zdravotn\u00edm posti\u017een\u00edm bychom si m\u011bli vz\u00edt p\u0159\u00edklad z praxe ve vysp\u011bl\u00fdch st\u00e1tech. Tito lid\u00e9 rozhodn\u011b nemus\u00ed b\u00fdt pro firmy p\u0159\u00edt\u011b\u017e\u00ed, ale naopak p\u0159\u00ednosem,&#8220; upozor\u0148uje Kate\u0159ina Sad\u00edlkov\u00e1, pov\u011b\u0159en\u00e1 \u0159\u00edzen\u00edm \u00daP \u010cR.<\/p>\n<p>&#8222;\u010casto sta\u010d\u00ed jen vhodn\u011b upravit pracovn\u00ed prost\u0159ed\u00ed, za\u0159azen\u00ed nebo pracovn\u00ed dobu a mohou tak z\u00edskat spolehliv\u00e9ho zam\u011bstnance, jeho\u017e pracovn\u00ed v\u00fdkon bude srovnateln\u00fd s t\u00edm, jak\u00fd odv\u00e1d\u00ed jeho &#8222;zdrav\u00fd&#8220; kolega,&#8220; dopl\u0148uje \u0159editel Odboru trhu pr\u00e1ce G\u0158 \u00daP \u010cR Jan Karmaz\u00edn.<\/p>\n<p>Kv\u016fli za\u017eit\u00fdm stereotyp\u016fm a p\u0159edsudk\u016fm \u0159ada t\u011bch, kte\u0159\u00ed u\u017e n\u011bjakou diagn\u00f3zu maj\u00ed, ji rad\u011bji v\u016fbec nep\u0159iznaj\u00ed. V opa\u010dn\u00e9m p\u0159\u00edpad\u011b se toti\u017e znateln\u011b sni\u017euje jejich \u0161ance na z\u00edsk\u00e1n\u00ed pr\u00e1ce. I proto se st\u00e1t sna\u017e\u00ed zam\u011bstnavatele motivovat. Nap\u0159\u00edklad prost\u0159ednictv\u00edm p\u0159\u00edsp\u011bvk\u016f, kter\u00e9 poskytuje \u00da\u0159ad pr\u00e1ce \u010cR, a to na vytvo\u0159en\u00ed chr\u00e1n\u011bn\u00e9ho pracovn\u00edho m\u00edsta (CHPM) a n\u00e1sledn\u011b tak\u00e9 na \u00fahradu n\u00e1klad\u016f spojen\u00fdch s jeho provozem.<\/p>\n<p>P\u0159\u00edsp\u011bvek na z\u0159\u00edzen\u00ed CHPM<\/p>\n<p>Je ur\u010den na po\u0159\u00edzen\u00ed pot\u0159ebn\u00e9ho vybaven\u00ed z\u0159izovan\u00e9ho pracovn\u00edho m\u00edsta. Podm\u00ednkou je, \u017ee pracovn\u00ed m\u00edsto mus\u00ed b\u00fdt obsazeno minim\u00e1ln\u011b t\u0159i roky.<\/p>\n<p>P\u0159\u00edsp\u011bvek, jde-li o osobu zdravotn\u011b znev\u00fdhodn\u011bnou \u010di o osobu v 1. nebo 2. stupni invalidity, m\u016f\u017ee \u00daP \u010cR poskytovat maxim\u00e1ln\u011b ve v\u00fd\u0161i 8n\u00e1sobku (201 432 K\u010d) a v p\u0159\u00edpad\u011b osoby s t\u011b\u017e\u0161\u00edm zdravotn\u00edm posti\u017een\u00edm, tj. osoby invalidn\u00ed ve 3. stupni, maxim\u00e1ln\u011b ve v\u00fd\u0161i 12n\u00e1sobku (302 148 K\u010d) pr\u016fm\u011brn\u00e9 mzdy v n\u00e1rodn\u00edm hospod\u00e1\u0159stv\u00ed za 1. a\u017e 3. \u010dtvrtlet\u00ed p\u0159edchoz\u00edho kalend\u00e1\u0159n\u00edho roku. Jestli\u017ee zam\u011bstnavatel z\u0159izuje 10 a v\u00edce chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edst, pak m\u016f\u017ee maxim\u00e1ln\u00ed v\u00fd\u0161e p\u0159\u00edsp\u011bvku na z\u0159\u00edzen\u00ed jednoho chr\u00e1n\u011bn\u00e9ho pracovn\u00edho m\u00edsta \u010dinit 10n\u00e1sobek (251 790 K\u010d) a v p\u0159\u00edpad\u011b pracovn\u00edho m\u00edsta z\u0159\u00edzen\u00e9ho pro osobu s t\u011b\u017e\u0161\u00edm zdravotn\u00edm posti\u017een\u00edm 14n\u00e1sobek (352 506 K\u010d) uveden\u00e9 pr\u016fm\u011brn\u00e9 mzdy. P\u0159i rozhodov\u00e1n\u00ed o p\u0159izn\u00e1n\u00ed p\u0159\u00edsp\u011bvk\u016f na vytvo\u0159en\u00ed CHPM bere \u00daP \u010cR v potaz celkovou situaci na trhu pr\u00e1ce v dan\u00e9m regionu.<\/p>\n<p>K 31. 12. 2014 podpo\u0159il touto cestou celkem 1 902 CHPM pro OZP (z toho 62 jich vykon\u00e1valo samostatnou v\u00fdd\u011ble\u010dnou \u010dinnost). Nej\u010dast\u011bji se jednalo o m\u00edsta v administrativ\u011b, pozice ur\u010den\u00e9 \u0159emesln\u00edk\u016fm, osobn\u00ed, \u00faklidov\u00e9 a mas\u00e9rsk\u00e9 slu\u017eby, prodava\u010de, skladn\u00edky, \u0161i\u010dky nebo ostrahu objekt\u016f. Na dal\u0161\u00edch 130 chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edst poskytl p\u0159\u00edsp\u011bvek na provoz. Celkov\u00e1 \u010d\u00e1stka, kterou \u00daP \u010cR vyplatil od ledna do prosince 2014 v r\u00e1mci t\u00e9to agendy, dos\u00e1hla 81 855 529 K\u010d (v roce 2013 to bylo 46 538 160 K\u010d).<\/p>\n<p>P\u0159\u00edsp\u011bvek na \u010d\u00e1ste\u010dnou \u00fahradu provozn\u00edch n\u00e1klad\u016f CHPM \u00daP \u010cR m\u016f\u017ee na chr\u00e1n\u011bn\u00e9 pracovn\u00ed m\u00edsto poskytnout zam\u011bstnavateli nebo \u017eivnostn\u00edkovi se zdravotn\u00edm posti\u017een\u00edm i p\u0159\u00edsp\u011bvek na \u010d\u00e1ste\u010dnou \u00fahradu provozn\u00edch n\u00e1klad\u016f. \u017d\u00e1dost mohou firma nebo OSV\u010c podat nejd\u0159\u00edve po uplynut\u00ed 12 m\u011bs\u00edc\u016f ode dne, kdy takov\u00e9 m\u00edsto vymezili nebo z\u0159\u00eddili a obsadili. Ro\u010dn\u00ed v\u00fd\u0161e p\u0159\u00edsp\u011bvku \u010din\u00ed nejv\u00fd\u0161e 48 tis. K\u010d.<\/p>\n<p>B\u011bhem lo\u0148sk\u00e9ho roku vyplatil \u00da\u0159ad pr\u00e1ce \u010cR zam\u011bstnavatel\u016fm touto cestou celkem 3 714 570 K\u010d (v roce 2013 pak 3 602 906 K\u010d).<\/p>\n<p>P\u0159\u00edsp\u011bvek na podporu zam\u011bstn\u00e1v\u00e1n\u00ed OZP na CHPM<\/p>\n<p>Jestli\u017ee zam\u011bstnavatel zam\u011bstn\u00e1v\u00e1 v\u00edce ne\u017e 50 % osob se zdravotn\u00edm posti\u017een\u00edm z celkov\u00e9ho po\u010dtu zam\u011bstnanc\u016f, a z\u00e1rove\u0148 spl\u0148uje podm\u00ednku, \u017ee tito zam\u011bstnanci pracuj\u00ed na chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edstech, m\u016f\u017ee si po\u017e\u00e1dat o refundaci 75 % skute\u010dn\u011b vynalo\u017een\u00fdch n\u00e1klad\u016f na jejich mzdy nebo platy, v\u010detn\u011b pojistn\u00e9ho na soci\u00e1ln\u00ed zabezpe\u010den\u00ed a p\u0159\u00edsp\u011bvku na st\u00e1tn\u00ed politiku zam\u011bstnanosti a pojistn\u00e9ho na ve\u0159ejn\u00e9 zdravotn\u00ed poji\u0161t\u011bn\u00ed.<\/p>\n<p>Zam\u011bstnavatel\u00e9 zam\u011bstn\u00e1vaj\u00edc\u00ed v pracovn\u00edm pom\u011bru v\u00edce ne\u017e 50 % osob se zdravotn\u00edm posti\u017een\u00edm z celkov\u00e9ho po\u010dtu zam\u011bstnanc\u016f na chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edstech si mohou poprv\u00e9 za 1. kalend\u00e1\u0159n\u00ed \u010dtvrtlet\u00ed 2015 po\u017e\u00e1dat o poskytnut\u00ed p\u0159\u00edsp\u011bvku i na podporu zam\u011bstn\u00e1v\u00e1n\u00ed osob zdravotn\u011b znev\u00fdhodn\u011bn\u00fdch.<\/p>\n<p>Maxim\u00e1ln\u00ed v\u00fd\u0161e p\u0159\u00edsp\u011bvku na zam\u011bstnance, kter\u00fd je osobou zdravotn\u011b znev\u00fdhodn\u011bnou, \u010din\u00ed 5 000 K\u010d m\u011bs\u00ed\u010dn\u011b. Na zam\u011bstnance, kter\u00fd je uzn\u00e1n v 1. &#8211; 3. stupni invalidity, m\u016f\u017ee \u00daP \u010cR poskytovat p\u0159\u00edsp\u011bvek a\u017e do v\u00fd\u0161e 8 000 K\u010d m\u011bs\u00ed\u010dn\u011b. Po roce m\u016f\u017ee zam\u011bstnavatel uplatnit n\u00e1rok na zv\u00fd\u0161en\u00ed p\u0159\u00edsp\u011bvku, nejv\u00edce v\u0161ak o 1 000 K\u010d m\u011bs\u00ed\u010dn\u011b, jde-li o osobu zdravotn\u011b znev\u00fdhodn\u011bnou, nebo o 2 000 K\u010d m\u011bs\u00ed\u010dn\u011b, jde-li o osobu v 1. &#8211; 3. stupni invalidity. Kdy\u017e zam\u011bstnavatel spln\u00ed ve\u0161ker\u00e9 z\u00e1konem stanoven\u00e9 podm\u00ednky, je tento p\u0159\u00edsp\u011bvek n\u00e1rokov\u00fd.<\/p>\n<p>Od ledna do prosince 2014 poskytl st\u00e1t zam\u011bstnavatel\u016fm v r\u00e1mci t\u00e9to agendy 4 018 724 214 K\u010d (ve stejn\u00e9m obdob\u00ed 2013 to bylo 3 670 238 683 K\u010d).<\/p>\n<p>Sleva na dani<\/p>\n<p>Pokud firma zam\u011bstn\u00e1v\u00e1 osoby se zdravotn\u00edm posti\u017een\u00edm, m\u016f\u017ee tak\u00e9 uplatnit slevu na dani. V p\u0159\u00edpad\u011b ka\u017ed\u00e9ho pracovn\u00edka s 1. nebo 2. stupn\u011bm invalidity \u010din\u00ed sleva na dani 18 tis. K\u010d, v p\u0159\u00edpad\u011b zam\u011bstnance ve 3. stupni invalidity pak 60 tis. K\u010d ro\u010dn\u011b.<\/p>\n<p>\u00daP \u010cR podporuje zam\u011bstn\u00e1v\u00e1n\u00ed OZP nejen finan\u010dn\u00edmu p\u0159\u00edsp\u011bvky, ale tak\u00e9 v r\u00e1mci poradenstv\u00ed, rekvalifikac\u00ed, pracovn\u00ed rehabilitace, spolupr\u00e1ce s nest\u00e1tn\u00edmi neziskov\u00fdmi organizacemi a v neposledn\u00ed \u0159ad\u011b i prost\u0159ednictv\u00edm region\u00e1ln\u00edch individu\u00e1ln\u00edch projekt\u016f zam\u011b\u0159en\u00fdch pr\u00e1v\u011b na tuto skupinu uchaze\u010d\u016f. V sou\u010dasn\u00e9 dob\u011b b\u011b\u017e\u00ed v \u010cR celkem t\u0159i takov\u00e9 programy.<\/p>\n<p>\u0160ance s handicapem<\/p>\n<p>Projekt realizuje Krajsk\u00e1 pobo\u010dka \u00daP \u010cR v Liberci. V jeho r\u00e1mci poskytuje klient\u016fm se zdravotn\u00edm omezen\u00edm soubor poradensk\u00fdch aktivit, odborn\u00fdch \u0161kolen\u00ed a rekvalifikac\u00ed. Minim\u00e1ln\u011b 300 OZP dostane mo\u017enost absolvovat individu\u00e1ln\u00ed i skupinov\u00e9 poradenstv\u00ed, projde bilan\u010dn\u00ed diagnostikou, nau\u010d\u00ed se z\u00e1klad\u016fm finan\u010dn\u00ed gramotnosti, komunikaci, zdokonal\u00ed se ve znalosti pr\u00e1va a z\u00edsk\u00e1 pr\u00e1ci v r\u00e1mci \u0159\u00edzen\u00e9 praxe. Celkem 250 klient\u016f si bude moci zv\u00fd\u0161it nebo zm\u011bnit kvalifikaci. Doba realizace projektu je od 14. 4. 2014 do 31. 3. 2015. \u00daP \u010cR m\u00e1 k dispozici celkem 19 148 970 K\u010d.<\/p>\n<p>Aktivizace II v Kr\u00e1lov\u00e9hradeck\u00e9m kraji<\/p>\n<p>Program je zam\u011b\u0159en na podporu aktivn\u00edho zapojen\u00ed OZP na otev\u0159en\u00e9m trhu pr\u00e1ce. Jeho podstatou je d\u016fsledn\u00fd individu\u00e1ln\u00ed p\u0159\u00edstup ke ka\u017ed\u00e9mu klientovi. Celkem m\u016f\u017ee do projektu vstoupit 180 uchaze\u010d\u016f, kte\u0159\u00ed absolvuj\u00ed b\u011bhem 5 &#8211; 6 t\u00fddn\u016f motiva\u010dn\u00ed program. Ti, kte\u0159\u00ed \u00fasp\u011b\u0161n\u011b projdou, pak budou m\u00edt mo\u017enost nastoupit do rekvalifika\u010dn\u00edho kurzu, pracovn\u00ed rehabilitace \u010di do podporovan\u00e9ho zam\u011bstn\u00e1n\u00ed. Projekt b\u011b\u017e\u00ed od 1. 1. 2013 a potrv\u00e1 do 31. 7. 2015. Celkov\u00fd rozpo\u010det je 14 750 620 K\u010d.<\/p>\n<p>10 pro \u017eivot<\/p>\n<p>Projekt realizuje \u00daP \u010cR na \u00fazem\u00ed cel\u00e9ho Moravskoslezsk\u00e9ho kraje. Vstoupit do n\u011bj m\u016f\u017ee celkem 180 z\u00e1jemc\u016f. V jeho r\u00e1mci nab\u00edz\u00ed \u00da\u0159ad pr\u00e1ce \u010cR klient\u016fm celou \u0161k\u00e1lu aktivit &#8211; od motiva\u010dn\u00edch, \u0161kol\u00edc\u00edch a poradensk\u00fdch a\u017e ke zprost\u0159edkov\u00e1n\u00ed zam\u011bstn\u00e1n\u00ed a podpo\u0159e pracovn\u00edch m\u00edst. Z\u00e1kladn\u00edm principem je snaha zv\u00fd\u0161it teoretick\u00e9 i praktick\u00e9 dovednost\u00ed jednotlivce a z\u00e1rove\u0148 motivovat zam\u011bstnavatele k p\u0159ijet\u00ed OZP do pracovn\u00edho pom\u011bru. Doba realizace projektu je od 1. 10. 2012 do 31. 10. 2015.
