Natolik jsou z\u00e1va\u017en\u00e9 zji\u0161t\u011bn\u00e9 nedostatky i skute\u010dnost, \u017ee veden\u00ed za\u0159\u00edzen\u00ed nen\u00ed schopno zajistit poskytov\u00e1n\u00ed kvalitn\u00ed p\u00e9\u010de. Situace v za\u0159\u00edzen\u00ed se nav\u00edc d\u00e1le zhor\u0161uje a klienti jsou dlouhodob\u011b vystaveni \u0161patn\u00e9mu zach\u00e1zen\u00ed. Takov\u00fd stav nelze podle ochr\u00e1nkyn\u011b tolerovat.<\/strong><br \/>\n<!--more--><\/p>\n<p>ilustra\u010dn\u00ed foto: Fred W. Baker III \/ Flickr.com <\/p>\n<p>V registrovan\u00e9m za\u0159\u00edzen\u00ed soci\u00e1ln\u00edch slu\u017eeb Letiny na Plze\u0148sku byly opakovan\u011b v ro\u010dn\u00edm odstupu provedeny dv\u011b n\u00e1v\u0161t\u011bvy a ob\u011b potvrdily \u0161patn\u00e9 zach\u00e1zen\u00ed s klienty, naprosto tristn\u00ed neodbornost person\u00e1lu, ohro\u017een\u00ed bezpe\u010d\u00ed, zdrav\u00ed i \u017eivota klient\u016f, poru\u0161ov\u00e1n\u00ed z\u00e1konn\u00fdch povinnost\u00ed poskytovatele slu\u017eeb, v\u010detn\u011b faktu, \u017ee se za\u0159\u00edzen\u00ed obohacuje na \u00fakor klient\u016f, a celou \u0159adu dal\u0161\u00edch z\u00e1va\u017en\u00fdch nedostatk\u016f.<\/p>\n<p> \u201eAni p\u0159es na\u0161e doporu\u010den\u00ed a dokonce i pokutu od spr\u00e1vn\u00edch org\u00e1n\u016f se podm\u00ednky v za\u0159\u00edzen\u00ed mezi prvn\u00ed a druhou n\u00e1v\u0161t\u011bvou nejen nezlep\u0161ily, ale v d\u016fsledku absolutn\u00ed neodbornosti a neschopnosti veden\u00ed, se dokonce v mnoh\u00e9m zhor\u0161ily. Za\u0159\u00edzen\u00ed fakticky ani neprojevilo snahu zlep\u0161it kvalitu \u017eivota klient\u016f. Podniklo zd\u00e1nliv\u011b n\u00e1pravn\u00e1, ale bu\u010f zcela form\u00e1ln\u00ed \u010di nesmysln\u00e1 opat\u0159en\u00ed pramen\u00edc\u00ed z neodbornosti, jejich\u017e zjevn\u00fdm c\u00edlem bylo pouze proj\u00edt st\u00e1tn\u00edmi kontrolami, nikoli fakticky n\u011bco zlep\u0161it,\u201c shrnuje hodnocen\u00ed ve\u0159ejn\u00e1 ochr\u00e1nkyn\u011b pr\u00e1v Anna \u0160abatov\u00e1 a dod\u00e1v\u00e1: \u201eP\u0159\u00edpad za\u0159\u00edzen\u00ed Letiny ukazuje tak\u00e9 neefektivnost kontrol prov\u00e1d\u011bn\u00fdch spr\u00e1vn\u00edmi org\u00e1ny, kdy\u017e za\u0159\u00edzen\u00ed s tak z\u00e1va\u017en\u00fdmi nedostatky a poru\u0161uj\u00edc\u00ed pr\u00e1vn\u00ed p\u0159edpisy d\u00e1l funguje a dokonce m\u00e1 registraci k poskytov\u00e1n\u00ed soci\u00e1ln\u00edch slu\u017eeb.\u201c Ochr\u00e1nkyn\u011b v t\u00e9to souvislosti tak\u00e9 upozor\u0148uje, \u017ee o situaci v za\u0159\u00edzen\u00ed Letiny informoval krajsk\u00fd \u00fa\u0159ad i ministerstvo u\u017e jej\u00ed p\u0159edch\u016fdce JUDr. Varva\u0159ovsk\u00fd po prvn\u00ed proveden\u00e9 n\u00e1v\u0161t\u011bv\u011b v roce 2013. Ochr\u00e1nkyn\u011b nyn\u00ed konstatuje, \u017ee oba org\u00e1ny st\u00e1tn\u00ed spr\u00e1vy v\u00e1\u017enost probl\u00e9mu podcenily.<\/p>\n<p>Ochr\u00e1nkyn\u011b je p\u0159esv\u011bd\u010dena, \u017ee jedn\u00e1n\u00ed za\u0159\u00edzen\u00ed Letiny nelze tolerovat. Obr\u00e1tila se proto na Krajsk\u00fd \u00fa\u0159ad Plze\u0148sk\u00e9ho kraje, jako registruj\u00edc\u00ed org\u00e1n, s v\u00fdzvou, aby ji do 15 dn\u016f informoval o tom, jak\u00e9 kroky ke zjedn\u00e1n\u00ed n\u00e1pravy podnikne. Se stejn\u00fdm po\u017eadavkem se obr\u00e1tila i na Ministerstvo pr\u00e1ce a soci\u00e1ln\u00edch v\u011bc\u00ed. \u010cesk\u00e1 republika se zav\u00e1zala dodr\u017eovat \u00damluvu o ochran\u011b lidsk\u00fdch pr\u00e1v a z\u00e1kladn\u00edch svobod, z n\u00ed\u017e pro st\u00e1t plyne mj. z\u00e1vazek aktivn\u011b zajistit, \u017ee osoby nebudou vystaveny \u0161patn\u00e9mu zach\u00e1zen\u00ed. \u010cesk\u00e1 republika tedy nesm\u00ed tolerovat fakt, \u017ee v za\u0159\u00edzen\u00ed v Letin\u00e1ch jsou klienti \u0161patn\u00e9mu zach\u00e1zen\u00ed vystaveni ji\u017e n\u011bkolik let.<\/p>\n<p>Za\u0159\u00edzen\u00ed Letiny se zam\u011b\u0159uje na klienty trp\u00edc\u00ed syndromem demence, osoby se zdravotn\u00edm posti\u017een\u00edm, klienty trp\u00edc\u00ed schizofreni\u00ed \u010di jinou du\u0161evn\u00ed nemoc\u00ed a p\u0159ij\u00edm\u00e1 i osoby s alkoholovou demenc\u00ed. Celkem je zde ve t\u0159ech budov\u00e1ch ubytov\u00e1no 260 osob. V\u0161echny skupiny klient\u016f jsou sm\u00edch\u00e1ny dohromady, p\u00e9\u010de o n\u011b se nijak neli\u0161\u00ed, nejsou napl\u0148ov\u00e1ny jejich specifick\u00e9 pot\u0159eby. Doporu\u010den\u00ed po prvn\u00ed n\u00e1v\u0161t\u011bv\u011b odd\u011blit jednotliv\u00e9 skupiny a p\u0159izp\u016fsobit jim podm\u00ednky i p\u00e9\u010di, nebylo dosud realizov\u00e1no.<\/p>\n<p>Tristn\u00ed neodbornost<\/p>\n<p>Nejz\u00e1sadn\u011bj\u0161\u00ed p\u0159ek\u00e1\u017ekou jak\u00e9hokoli skute\u010dn\u00e9ho zlep\u0161en\u00ed je p\u0159itom trvaj\u00edc\u00ed absence odborn\u00e9ho p\u0159\u00edstupu a odborn\u00e9ho person\u00e1lu, zejm\u00e9na v\u0161ak absence odbornosti na vedouc\u00edch pozic\u00edch. Vedouc\u00ed, ani vrchn\u00ed sestra neznaj\u00ed z\u00e1kladn\u00ed z\u00e1sady poskytov\u00e1n\u00ed soci\u00e1ln\u00edch slu\u017eeb a specifika p\u00e9\u010de o jednotliv\u00e9 c\u00edlov\u00e9 skupiny klient\u016f. Veden\u00ed za\u0159\u00edzen\u00ed zjevn\u011b ani nepochopilo n\u011bkter\u00e1 doporu\u010den\u00ed t\u00fdkaj\u00edc\u00ed se standard\u016f spr\u00e1vn\u00e9 o\u0161et\u0159ovatelsk\u00e9 a soci\u00e1ln\u00ed p\u00e9\u010de formulovan\u00e9 ochr\u00e1ncem po prvn\u00ed n\u00e1v\u0161t\u011bv\u011b proveden\u00ed v roce 2013. <\/p>\n<p>V n\u011bkter\u00fdch p\u0159\u00edpadech tak provedlo zm\u011bny, kter\u00e9 vedly k dal\u0161\u00edmu zhor\u0161en\u00ed postaven\u00ed klient\u016f, k je\u0161t\u011b v\u011bt\u0161\u00edmu odklonu od individu\u00e1ln\u00edho p\u0159\u00edstupu, a fakticky jen demonstruj\u00ed tristn\u00ed neodbornost a neznalost. Za\u0159\u00edzen\u00ed nap\u0159\u00edklad zamklo v\u0161em klient\u016fm osobn\u00ed v\u011bci do sk\u0159\u00ednky na pokoji na kl\u00ed\u010d, ne\u0159e\u0161ili p\u0159itom, \u017ee n\u011bkte\u0159\u00ed klienti trp\u00edc\u00ed demenc\u00ed nejsou schopni kl\u00ed\u010d pou\u017e\u00edvat.<\/p>\n<p> Rovn\u011b\u017e bylo plo\u0161n\u011b zak\u00e1z\u00e1no pou\u017e\u00edvat postranice, a to i tehdy, pokud by hrozil p\u00e1d z l\u016f\u017eka. P\u0159\u00edkladem neodborn\u00e9ho p\u0159\u00edstupu k osob\u00e1m trp\u00edc\u00edm demenc\u00ed je rozv\u011b\u0161en\u00ed velk\u00fdch plak\u00e1t\u016f s motivy cestov\u00e1n\u00ed, kter\u00e9 maj\u00ed usnadnit orientaci v prostoru. N\u011bkter\u00e9 obrazy jsou p\u0159itom stejn\u00e9 a v budov\u011b se opakuj\u00ed na r\u016fzn\u00fdch m\u00edstech.<\/p>\n<p>Rezignace na d\u016fstojnost a soukrom\u00ed<\/p>\n<p>Nen\u00ed respektov\u00e1na d\u016fstojnost klient\u016f. V jedn\u00e9 z budov za\u0159\u00edzen\u00ed se po chodb\u00e1ch pohybovali klienti oble\u010deni pouze do pleny a horn\u00ed \u010d\u00e1sti py\u017eama, n\u011bkte\u0159\u00ed klienti byli v roztrhan\u00e9m a \u0161pinav\u00e9m er\u00e1rn\u00edm oble\u010den\u00ed. Zam\u011bstnanci Kancel\u00e1\u0159e ve\u0159ejn\u00e9ho ochr\u00e1nce pr\u00e1v byli sv\u011bdky v\u00fdm\u011bny pleny v j\u00eddeln\u011b, p\u0159i n\u00ed\u017e byla klientka p\u0159ed ostatn\u00edmi ve spodn\u00ed \u010d\u00e1sti t\u011bla nah\u00e1.<\/p>\n<p>Sprchy st\u00e1le nemaj\u00ed z\u00e1v\u011bsy a p\u0159i hygien\u011b na l\u016f\u017eku nejsou pou\u017e\u00edv\u00e1ny mobiln\u00ed z\u00e1st\u011bny, a\u010dkoli to ochr\u00e1nce vyt\u00fdkal u\u017e po n\u00e1v\u0161t\u011bv\u011b v roce 2013. Tehdy dokonce n\u011bkte\u0159\u00ed klienti \u2013 mu\u017ei i \u017eeny dohromady \u2013 \u010dekali naz\u00ed na chodb\u011b p\u0159ed koupelnou, a\u017e na n\u011b p\u0159ijde \u0159ada s koupel\u00ed. Na n\u011bkter\u00fdch toalet\u00e1ch nen\u00ed k dispozici toaletn\u00ed pap\u00edr, ten je um\u00edst\u011bn pouze na centr\u00e1ln\u00ed chodb\u011b.<\/p>\n<p>Hrozba podv\u00fd\u017eivy a dehydratace<\/p>\n<p>A\u010dkoli n\u011bkte\u0159\u00ed klienti prokazateln\u011b trp\u00ed malnutric\u00ed, za\u0159\u00edzen\u00ed tento probl\u00e9m nijak ne\u0159e\u0161\u00ed a person\u00e1l si nen\u00ed v\u011bdom rizik spojen\u00fdch s podv\u00fd\u017eivou. Nen\u00ed sledov\u00e1n p\u0159\u00edjem stravy klient\u016f, sestry ani pe\u010dovatel\u00e9 nemaj\u00ed jasn\u00e9 zad\u00e1n\u00ed t\u00fdkaj\u00edc\u00ed se nutri\u010dn\u00ed p\u00e9\u010de. P\u0159istupuj\u00ed k t\u00e9to ot\u00e1zce zcela laicky \u2013 \u201ekdy\u017e necht\u011bj\u00ed j\u00edst, tak nejed\u00ed. Sta\u0159\u00ed lid\u00e9 j\u00ed obecn\u011b m\u00e9n\u011b.\u201c Tento stav m\u016f\u017ee spolu s celkov\u011b nedostate\u010dnou p\u00e9\u010d\u00ed v\u00e9st k ohro\u017een\u00ed zdrav\u00ed i \u017eivota klient\u016fm. <\/p>\n<p>Za\u0159\u00edzen\u00ed u\u017e sice m\u00e1 nutri\u010dn\u00ed terapeutku, ale s jej\u00edmi z\u00e1znamy nikdo nepracuje, nen\u00ed propojena se zdravotnick\u00fdm person\u00e1lem, tak\u017ee dopad na p\u00e9\u010di o klienty je nulov\u00fd.<\/p>\n<p>Pit\u00ed je pro n\u011bkter\u00e9 klienty velmi obt\u00ed\u017en\u011b dostupn\u00e9. Ani u klient\u016f, kte\u0159\u00ed nejsou schopni se pit\u00edm sami obslou\u017eit, nebo u klient\u016f trp\u00edc\u00edch demenc\u00ed nen\u00ed p\u0159\u00edjem tekutin sledov\u00e1n. U nikoho se nevedou objektivn\u00ed z\u00e1znamy o mno\u017estv\u00ed vypit\u00fdch tekutin, nen\u00ed stanoveno, kolik tekutin by m\u011bl kter\u00fd klient vyp\u00edt a person\u00e1l nem\u00e1 v tomto sm\u011bru \u017e\u00e1dn\u00e9 zad\u00e1n\u00ed. Tento stav byl kritizov\u00e1n u\u017e p\u0159i prvn\u00ed n\u00e1v\u0161t\u011bv\u011b za\u0159\u00edzen\u00ed v roce 2013.<\/p>\n<p>J\u00eddeln\u00ed\u010dek je celkov\u011b nevhodn\u00fd a nejde p\u0159itom jen o pestrost stravy, ale o jeho celkovou energetickou nedostate\u010dnost. Nen\u00ed vytvo\u0159en ani j\u00eddeln\u00ed\u010dek pro diabetiky, tak\u017ee se pro v\u0161echny va\u0159\u00ed stejn\u00e9 j\u00eddlo. Pro v\u0161echny klienty se pou\u017e\u00edvaj\u00ed pouze um\u011bl\u00e1 sladidla, p\u0159esto\u017ee mohou u n\u011bkter\u00fdch klient\u016f p\u016fsobit zdravotn\u00ed obt\u00ed\u017ee. Pokud klienti pot\u0159ebuj\u00ed upravenou stravu (mletou, mixovanou), jsou v\u0161echny slo\u017eky sm\u00edch\u00e1ny dohromady (maso, p\u0159\u00edloha, om\u00e1\u010dka).<\/p>\n<p>Nezodpov\u011bdn\u00e1 p\u00e9\u010de \u2013 riziko pro klienty<\/p>\n<p>Soci\u00e1ln\u00ed p\u00e9\u010de nen\u00ed zalo\u017eena na znalosti klienta a individu\u00e1ln\u00edm p\u0159\u00edstupu. Pr\u00e1ce person\u00e1lu se \u0159\u00edd\u00ed pot\u0159ebou v\u0161e stihnout a form\u00e1ln\u011b dodr\u017eet z\u00e1kon. Souvis\u00ed to s t\u00edm, \u017ee person\u00e1lu je nedostatek (na denn\u00ed sm\u011bn\u011b pe\u010duje o 180 osob ve dvou spojen\u00fdch budov\u00e1ch pr\u016fm\u011brn\u011b 10 \u2013 12 pracovn\u00edk\u016f, ve t\u0159et\u00ed budov\u011b, kde je ubytov\u00e1no 80 osob, jsou p\u0159es den ve slu\u017eb\u011b n\u011bkdy jen 3 zam\u011bstnanci). Klient\u016fm jsou sice vedeny individu\u00e1ln\u00ed pl\u00e1ny, ale pouze proto, \u017ee to z\u00e1kon vy\u017eaduje, na p\u00e9\u010di o klienty to nem\u00e1 \u017e\u00e1dn\u00fd vliv. <\/p>\n<p>Pe\u010dovatel\u00e9 neznaj\u00ed diagn\u00f3zy klient\u016f, nerozli\u0161uj\u00ed mezi f\u00e1zemi demence \u010di druhy schizofrenie, neorientuj\u00ed se v jejich specifick\u00fdch pot\u0159eb\u00e1ch. Konkr\u00e9tn\u00ed pracovn\u00edci neodpov\u00eddaj\u00ed za konkr\u00e9tn\u00ed klienty, tak\u017ee do n\u011bkter\u00fdch pokoj\u016f mo\u017en\u00e1 za cel\u00fd den person\u00e1l nenahl\u00e9dne a klientovi se nedostane pot\u0159ebn\u00e9 pomoci, zvl\u00e1\u0161\u0165 kdy\u017e na pokoj\u00edch nefunguje signalizace. <\/p>\n<p>Absence funk\u010dn\u00ed signalizace zvy\u0161uje riziko pro klienty. Klient trvale upoutan\u00fd na l\u016f\u017eko nem\u00e1 mo\u017enost p\u0159ivolat person\u00e1l. Jeden z klient\u016f uvedl, \u017ee na pokoji opakovan\u011b upadl, kdy\u017e cht\u011bl doj\u00edt na toaletu a nem\u011bl jak se dovolat pomoci. Te\u010f ze strachu z p\u00e1du rad\u011bji pou\u017e\u00edv\u00e1 pleny, i kdy\u017e jsou mu nep\u0159\u00edjemn\u00e9.<br \/>\nKlienti nejsou podporov\u00e1ni v samostatnosti, neprov\u00e1d\u00ed se s nimi individu\u00e1ln\u00ed aktivity. Klienti, kte\u0159\u00ed maj\u00ed probl\u00e9my s ch\u016fz\u00ed a nemohou se dostavit do spole\u010dn\u00fdch prostor, se tak nemaj\u00ed mo\u017enost z\u00fa\u010dastnit p\u0159\u00edle\u017eitostn\u00fdch programov\u00fdch aktivit. Typick\u00fdm projevem v\u011bt\u0161iny klient\u016f je tedy apatie a ne\u010dinnost. Klienti jsou odk\u00e1z\u00e1ni na celodenn\u00ed vysed\u00e1v\u00e1n\u00ed v pokoji nebo v j\u00eddeln\u011b. N\u011bkte\u0159\u00ed uv\u00e1d\u011bli, \u017ee by r\u00e1di chodili do spole\u010dn\u00e9 j\u00eddelny, ale pot\u0159ebovali by pomoc person\u00e1lu, kter\u00fd nemaj\u00ed jak p\u0159ivolat. Nadto je person\u00e1lu nedostatek, tak\u017ee ani nen\u00ed v sil\u00e1ch zam\u011bstnanc\u016f v\u0161em klient\u016fm dopomoc poskytnout.<\/p>\n<p>Za\u0159\u00edzen\u00ed celkov\u011b nepracuje s bezpe\u010dnost\u00ed klient\u016f, ne\u0159e\u0161\u00ed rizika p\u00e1d\u016f a jejich prevenci. Klienti maj\u00ed nevhodnou obuv, kter\u00e1 k p\u00e1d\u016fm nej\u010dast\u011bji p\u0159isp\u00edv\u00e1, na chodb\u00e1ch ani v koupeln\u00e1ch a na toalet\u00e1ch nejsou madla, chyb\u00ed signaliza\u010dn\u00ed za\u0159\u00edzen\u00ed. Nepou\u017e\u00edvaj\u00ed se v\u00fdstra\u017en\u00e9 panely pro varov\u00e1n\u00ed p\u0159ed mokrou kluzkou podlahou, kter\u00e1 byla p\u0159\u00ed\u010dinou \u0159ady p\u00e1d\u016f. Jedna z klientek sd\u011blila, \u017ee pot\u00e9 co spadla na mokr\u00fdch schodech, rad\u011bji sv\u016fj pokoj v\u016fbec neopou\u0161t\u00ed. Rovn\u011b\u017e byl zji\u0161t\u011bn p\u0159\u00edpad klientky, kter\u00e1 m\u00e1 obt\u00ed\u017ee s ch\u016fz\u00ed, av\u0161ak je schopn\u00e1 sama doj\u00edt na WC. P\u0159esto je ubytov\u00e1na des\u00edtky metr\u016f od toalety.<\/p>\n<p>D\u016fkazem neodbornosti veden\u00ed je z\u00e1kaz pou\u017e\u00edv\u00e1n\u00ed postranic. Nam\u00edsto toho, aby za\u0159\u00edzen\u00ed individu\u00e1ln\u011b vyhodnotilo riziko p\u00e1du s postele u konkr\u00e9tn\u00edch klient\u016f, zak\u00e1zalo postranice \u00fapln\u011b.<\/p>\n<p>Absurdn\u00ed je rovn\u011b\u017e nainstalov\u00e1n\u00ed z\u00e1mk\u016f na dve\u0159e pokoj\u016f, kter\u00e9 lze uzamknout jen zevnit\u0159. Klient tak st\u00e1le nem\u00e1 mo\u017enost zamknout si sv\u016fj pokoj, jde-li nap\u0159. do j\u00eddelny. Z\u00e1rove\u0148 person\u00e1l nem\u00e1 mo\u017enost dostat se dovnit\u0159, pokud by se klient uzamkl a n\u00e1hle se zhor\u0161il jeho zdravotn\u00ed stav.<\/p>\n<p>Po kritice ochr\u00e1nce, kdy bylo p\u0159i prvn\u00ed n\u00e1v\u0161t\u011bv\u011b zji\u0161t\u011bno, \u017ee klienti nesm\u00ed opustit za\u0159\u00edzen\u00ed a vych\u00e1zky povolovala psychiatri\u010dka, za\u0159\u00edzen\u00ed zavedlo pravidlo, \u017ee ven sm\u00ed v\u0161ichni klienti, tedy i ti, kte\u0159\u00ed jsou neorientovan\u00ed kv\u016fli syndromu demence. Individu\u00e1ln\u011b se ne\u0159e\u0161\u00ed riziko a pot\u0159eba doprovodu. Person\u00e1l nem\u00e1 p\u0159edstavu, kdo z klient\u016f budovu opustil. Byl zji\u0161t\u011bn p\u0159\u00edpad klienta trp\u00edc\u00edho t\u011b\u017ek\u00fdm kognitivn\u00edm deficitem, kter\u00fd opustil za\u0159\u00edzen\u00ed, a bylo po n\u011bm vyhl\u00e1\u0161eno celost\u00e1tn\u00ed p\u00e1tr\u00e1n\u00ed. V pr\u016fb\u011bhu n\u00e1v\u0161t\u011bvy za\u0159\u00edzen\u00ed bylo vypozorov\u00e1no, \u017ee sestra m\u00e1 p\u0159i v\u00fddeji l\u00e9k\u016f na rukou modr\u00e9 gumov\u00e9 rukavice. Klient\u016fm jimi \u010dasto sah\u00e1 a\u017e do \u00fast, ani\u017e by si rukavice vym\u011b\u0148ovala.<\/p>\n<p>P\u0159i prvn\u00ed n\u00e1v\u0161t\u011bv\u011b v roce 2013 bylo zji\u0161t\u011bno mimo\u0159\u00e1dn\u011b rizikov\u00e9 nakl\u00e1d\u00e1n\u00ed s tlumic\u00edmi l\u00e9ky, kter\u00e9 byly nez\u00e1konn\u011b pou\u017e\u00edv\u00e1ny k omezov\u00e1n\u00ed klient\u016f v pohybu. Za\u0159\u00edzen\u00ed t\u00edm sp\u00e1chalo spr\u00e1vn\u00ed delikt a \u00da\u0159ad pr\u00e1ce \u010cR mu po upozorn\u011bn\u00ed ochr\u00e1ncem n\u00e1sledn\u011b ud\u011blil pokutu 60 000 K\u010d. Za\u0159\u00edzen\u00ed svou praxi zm\u011bnilo tak, \u017ee u konkr\u00e9tn\u00edch klient\u016f byly po domluv\u011b s psychiatri\u010dkou p\u0159edeps\u00e1ny tyto l\u00e9ky jako pravideln\u00e9. Nam\u00edsto nastaven\u00ed bezpe\u010dn\u00fdch a odborn\u00fdch postup\u016f o\u0161et\u0159ovatelsk\u00e9 p\u00e9\u010de tak byly n\u011bkter\u00fdm klient\u016fm d\u00e1vky tlumiv\u00fdch l\u00e9k\u016f zv\u00fd\u0161eny na st\u00e1lo.<\/p>\n<p>Nez\u00e1konn\u00e9 nakl\u00e1d\u00e1n\u00ed s financemi klient\u016f<\/p>\n<p>Z\u00e1kon o soci\u00e1ln\u00edch slu\u017eb\u00e1ch stanov\u00ed, \u017ee klientovi mus\u00ed z jeho p\u0159\u00edjm\u016f z\u016fstat 15 %, a to i v p\u0159\u00edpad\u011b, \u017ee by zb\u00fdvaj\u00edc\u00edch 85 % p\u0159\u00edjmu nesta\u010dilo na plnou \u00fahradu za ubytov\u00e1n\u00ed a stravu. <\/p>\n<p>Za\u0159\u00edzen\u00ed Letiny z\u00e1kon nerespektuje. Stanoven\u00fdch 15 % klientovi ponech\u00e1v\u00e1 na depozitn\u00edm \u00fa\u010dtu, ale pokud jeho p\u0159\u00edjem na celkovou v\u00fd\u0161i \u00fahrady nesta\u010d\u00ed, rozd\u00edl je mu z tohoto \u00fa\u010dtu postupn\u011b strh\u00e1v\u00e1n. Ve skute\u010dnosti tedy za\u0159\u00edzen\u00ed pln\u00ed z\u00e1konnou povinnost je na oko.
