V praxi se tak pozitivn\u011b projevuje person\u00e1ln\u00ed pos\u00edlen\u00ed \u00fa\u0159adu v oblasti nepojistn\u00fdch soci\u00e1ln\u00edch d\u00e1vek, kter\u00fd loni schv\u00e1lila vl\u00e1da. <\/strong><!--more--><\/p>\n<p>ilustra\u010dn\u00ed foto: Photoxpress<\/p>\n<p>\u00daP \u010cR za\u010dal p\u0159ij\u00edmat na z\u00e1klad\u011b rozhodnut\u00ed kabinetu nov\u00e9 zam\u011bstnance v \u010dervenci 2014. Jednalo se celkem o 600 lid\u00ed. Posily p\u016fsob\u00ed hlavn\u011b v ter\u00e9nu. C\u00edlem tohoto kroku je podpora efektivn\u00ed v\u00fdplaty nepojistn\u00fdch soci\u00e1ln\u00edch d\u00e1vek a zaji\u0161t\u011bn\u00ed podm\u00ednek nutn\u00fdch pro v\u00fdkon soci\u00e1ln\u00edho \u0161et\u0159en\u00ed, kter\u00e9 se t\u00fdk\u00e1 v\u011bt\u0161iny d\u00e1vek z oblasti pomoci v hmotn\u00e9 nouzi (HN). <\/p>\n<p>V pr\u016fb\u011bhu srpna 2014 \u2013 b\u0159ezna 2015 provedli zam\u011bstnanci \u00daP \u010cR celkem 147 493 soci\u00e1ln\u00edch \u0161et\u0159en\u00ed. V jejich r\u00e1mci zam\u00edtli 3 428 nov\u00fdch \u017e\u00e1dost\u00ed o n\u011bkterou z d\u00e1vek HN a odejmuli 3 922 u\u017e vypl\u00e1cen\u00fdch p\u0159\u00edsp\u011bvk\u016f. Celkov\u00e9 \u00faspory dos\u00e1hly 47 470 251 K\u010d. Nejv\u00edce soci\u00e1ln\u00edch \u0161et\u0159en\u00ed prob\u011bhlo v Moravskoslezsk\u00e9m kraji &#8211; 40 112. Tamn\u00ed soci\u00e1ln\u00ed pracovn\u00edci zam\u00edtli na jejich z\u00e1klad\u011b 940 nov\u00fdch \u017e\u00e1dost\u00ed a rozhodli o odejmut\u00ed 742 u\u017e vyplacen\u00fdch p\u0159\u00edsp\u011bvk\u016f v tomto regionu. <\/p>\n<p>\u201eCelkov\u011b zji\u0161t\u011bn\u00e1 statistick\u00e1 \u010d\u00edsla tak jasn\u011b potvrzuj\u00ed, \u017ee person\u00e1ln\u00ed pos\u00edlen\u00ed \u00da\u0159adu pr\u00e1ce \u010cR v oblasti nepojistn\u00fdch soci\u00e1ln\u00edch d\u00e1vek p\u0159in\u00e1\u0161\u00ed pozitivn\u00ed v\u00fdsledky,\u201c \u0159\u00edk\u00e1 Kate\u0159ina Sad\u00edlkov\u00e1, pov\u011b\u0159en\u00e1 \u0159\u00edzen\u00edm \u00daP \u010cR. <\/p>\n<p>Podstatou a c\u00edlem soci\u00e1ln\u00edho \u0161et\u0159en\u00ed je z\u00edsk\u00e1n\u00ed informac\u00ed o \u017eivotn\u00ed a soci\u00e1ln\u00ed situaci \u017eadatele. \u00da\u0159edn\u00edci v jeho pr\u016fb\u011bhu mohou ov\u011b\u0159it, jestli se konkr\u00e9tn\u00ed klient skute\u010dn\u011b nach\u00e1z\u00ed v podm\u00ednk\u00e1ch, kter\u00e9 ho oprav\u0148uj\u00ed k n\u00e1roku na d\u00e1vku, jej\u00ed v\u00fd\u0161i a v\u00fdplatu, v\u010detn\u011b trv\u00e1n\u00ed v\u00fdplaty. Soci\u00e1ln\u00ed \u0161et\u0159en\u00ed prob\u00edh\u00e1 v p\u0159irozen\u00e9m prost\u0159ed\u00ed \u017eadatele. \u00da\u010delem je zjistit, v jak\u00fdch \u017eivotn\u00edch, soci\u00e1ln\u00edch i materi\u00e1ln\u00edch podm\u00ednk\u00e1ch \u017eadatel o d\u00e1vku skute\u010dn\u011b \u017eije. U n\u011bkter\u00fdch p\u0159\u00edsp\u011bvk\u016f mus\u00ed \u00fa\u0159edn\u00edci jednat okam\u017eit\u011b a n\u00e1razov\u011b. <\/p>\n<p>\u201eV r\u00e1mci \u0161et\u0159en\u00ed zji\u0161\u0165ujeme, jak\u00e9 panuj\u00ed v rodin\u011b \u017eadatele \u010di p\u0159\u00edjemce d\u00e1vek rodinn\u00e9 vztahy, jak komunikuje s okol\u00edm nebo jak je schopen zabezpe\u010dit chod dom\u00e1cnosti a v p\u0159\u00edpad\u011b, \u017ee pe\u010duje o nezletil\u00e9 d\u00edt\u011b, jestli db\u00e1<br \/>\nna jeho \u0159\u00e1dnou \u0161koln\u00ed doch\u00e1zku,\u201c vysv\u011btluje n\u00e1m\u011bstkyn\u011b pro soci\u00e1ln\u00ed v\u011bci G\u0158 \u00daP \u010cR Zde\u0148ka Cibulkov\u00e1.<br \/>\nPro \u00fa\u010dely p\u0159izn\u00e1n\u00ed d\u00e1vek v hmotn\u00e9 nouzi je podstatn\u00e9, kolik lid\u00ed \u017eije ve spole\u010dn\u00e9 dom\u00e1cnosti a jak\u00e9 jsou jejich p\u0159\u00edjmy a spole\u010dn\u00e9 v\u00fddaje, \u010di jak\u00fd maj\u00ed majetek. P\u0159i vlastn\u00edm soci\u00e1ln\u00edm \u0161et\u0159en\u00ed \u00fa\u0159edn\u00edci posuzuj\u00ed, zda klient \u017eije v byt\u011b nebo v dom\u011b, jak velkou plochu ob\u00fdv\u00e1 se v\u0161emi spole\u010dn\u011b posuzovan\u00fdmi osobami, jestli m\u00e1 gar\u00e1\u017e, zahradu a jak je vybaven\u00e1 dom\u00e1cnost. <\/p>\n<p>Soci\u00e1ln\u00ed \u0161et\u0159en\u00ed mohou pracovn\u00edci \u00fatvar\u016f hmotn\u00e9 nouze prov\u00e9st pl\u00e1novan\u011b, po p\u0159edchoz\u00edm upozorn\u011bn\u00ed klienta, ale tak\u00e9 neohl\u00e1\u0161en\u011b. V praxi tak doch\u00e1z\u00ed k tomu, \u017ee ne v\u017edy zastihnou klienta doma. Jen v b\u0159eznu se tak stalo v celkem 3 961 p\u0159\u00edpadech. N\u00e1sledn\u011b je pak nutn\u00e9 nav\u0161t\u00edvit p\u0159\u00edjemce d\u00e1vek pomoci v hmotn\u00e9 nouzi znovu, co\u017e znamen\u00e1 dal\u0161\u00ed \u010das, kter\u00fd zam\u011bstnanci \u00daP \u010cR str\u00e1v\u00ed v ter\u00e9nu, aby ov\u011b\u0159ili skute\u010dnosti, je\u017e klient v \u017e\u00e1dosti o d\u00e1vku uvedl. <\/p>\n<p>V r\u00e1mci pot\u0159eby efektivn\u00ed v\u00fdplaty nepojistn\u00fdch soci\u00e1ln\u00edch d\u00e1vek a kvalitn\u00ed pr\u00e1ce s klienty, kte\u0159\u00ed u\u017e v hmotn\u00e9 nouzi jsou, nebo jsou j\u00ed ohro\u017een\u00ed, je st\u00e1le aktu\u00e1ln\u00ed pot\u0159eba nav\u00fd\u0161en\u00ed po\u010dtu zam\u011bstnanc\u016f zaji\u0161\u0165uj\u00edc\u00edch tuto agendu. Pot\u0159eba nav\u00fd\u0161en\u00ed je ale akutn\u00ed tak\u00e9 nap\u0159. v oblasti d\u00e1vek pro osoby se zdravotn\u00edm posti\u017een\u00edm, p\u0159\u00edsp\u011bvku na p\u00e9\u010di \u010di d\u00e1vek st\u00e1tn\u00ed soci\u00e1ln\u00ed podpory (v\u010detn\u011b d\u00e1vek p\u011bstounsk\u00e9 p\u00e9\u010de). <\/p>\n<p>Centralizovan\u00fd \u00daP \u010cR vznikl v roce 2011. Do t\u00e9 doby existovalo 77 samostatn\u00fdch okresn\u00edch \u00fa\u0159ad\u016f pr\u00e1ce. V nich p\u016fsobilo celkem 8 136 lid\u00ed. Po z\u00e1sadn\u00ed organiza\u010dn\u00ed zm\u011bn\u011b a p\u0159evodu kompetenc\u00ed v r\u00e1mci zpracov\u00e1n\u00ed a v\u00fdplat nepojistn\u00fdch soci\u00e1ln\u00edch d\u00e1vek k 1. 1. 2012 pr\u00e1ce p\u0159ibylo. Po\u010det \u00fa\u0159edn\u00edk\u016f ale naopak klesl, a to o 1 953 osob. V dob\u011b, kdy d\u00e1vkovou agendu vykon\u00e1valy obce, pracovalo v t\u00e9to oblasti v\u00edce ne\u017e 3 642 lid\u00ed. Kdy\u017e p\u0159e\u0161la na \u00daP \u010cR, dostalo ji na bedra 1 953 zam\u011bstnanc\u016f. V \u010dervenci 2014 schv\u00e1lila vl\u00e1da person\u00e1ln\u00ed pos\u00edlen\u00ed v t\u00e9to oblasti, a to o 600 pracovn\u00edk\u016f.
