V praxi se setk\u00e1v\u00e1me s dotazy: &#8222;Kdo je vlastn\u011b osoba se zdravotn\u00edm posti\u017een\u00edm? Mohou tito lid\u00e9 v\u016fbec pracovat? Jak\u00e9 pozice mohou vykon\u00e1vat?&#8220; <\/p>\n<p>V\u011bt\u0161ina ve\u0159ejnosti m\u00e1 p\u0159edstavu, \u017ee osoba se zdravotn\u00edm posti\u017een\u00edm (OZP) je \u010dlov\u011bk na voz\u00edku \u010di nesly\u0161\u00edc\u00ed nebo nevidom\u00fd. Ka\u017ed\u00fd hned vid\u00ed probl\u00e9m s komunikac\u00ed, bezbari\u00e9rovost\u00ed prostor ve firm\u011b, vid\u00ed n\u00e1klady a pot\u00ed\u017ee. Pod ozna\u010den\u00edm zdravotn\u00ed posti\u017een\u00ed se v\u0161ak skr\u00fdv\u00e1 mnoho diagn\u00f3z a onemocn\u011bn\u00ed, kter\u00e1 nejsou zjevn\u00e1 (lup\u00e9nka, astma, epilepsie, deprese, onkologick\u00e1 onemocn\u011bn\u00ed\u2026), a \u010dasto jen pot\u0159ebuj\u00ed upravenou pracovn\u00ed dobu \u010di mo\u017enost pravideln\u00e9ho doch\u00e1zen\u00ed na l\u00e9\u010dbu. I v p\u0159\u00edpad\u011b, \u017ee \u010dlov\u011bk pot\u0159ebuje mimo\u0159\u00e1dn\u00e9 podm\u00ednky pro v\u00fdkon pr\u00e1ce (bezbari\u00e9rov\u00e9 prost\u0159ed\u00ed, speci\u00e1ln\u00ed pom\u016fcky, asistenci) lze probl\u00e9m \u0159e\u0161it s pomoc\u00ed p\u0159\u00edsp\u011bvku od \u00fa\u0159adu pr\u00e1ce.<br \/>\nI velice schopn\u00fd mana\u017eer firmy s vysoko\u0161kolsk\u00fdm vzd\u011bl\u00e1n\u00edm a dlouholetou prax\u00ed m\u016f\u017ee utrp\u011bt \u00faraz nebo v\u00e1\u017en\u011b onemocn\u011bt a neznamen\u00e1 to, \u017ee t\u00edm ztratil svoje znalosti a zku\u0161enosti. <\/p>\n<p>Povinnost versus motivace <\/p>\n<p>St\u00e1t ve sv\u00e9 snaze podpo\u0159it \u010di zv\u00fd\u0161it mo\u017enost uplatn\u011bn\u00ed pro tyto lidi zakotvil v z\u00e1kon\u011b o zam\u011bstnanosti povinnost zam\u011bstn\u00e1vat na otev\u0159en\u00e9m trhu pr\u00e1ce \u010dty\u0159i procenta osob se zdravotn\u00edm posti\u017een\u00edm v p\u0159\u00edpad\u011b, \u017ee m\u00e1 zam\u011bstnavatel v\u00edce ne\u017e 25 zam\u011bstnanc\u016f. V\u011bt\u0161ina zam\u011bstnavatel\u016f v \u010cR ale tuto \u010dty\u0159procentn\u00ed kv\u00f3tu nespl\u0148uje, i p\u0159esto, \u017ee v republice v sou\u010dasn\u00e9 dob\u011b \u017eije p\u0159es jeden milion patn\u00e1ct tis\u00edc osob se zdravotn\u00edm posti\u017een\u00edm (10 % populace, z toho 7 % tvo\u0159\u00ed osoby v produktivn\u00edm v\u011bku). <\/p>\n<p>Na povinnou kv\u00f3tu \u010dasto nahl\u00ed\u017eej\u00ed zam\u011bstnavatel\u00e9 velmi negativn\u011b a sp\u00ed\u0161e u nich vede k nevst\u0159\u00edcn\u00e9mu p\u0159\u00edstupu. Zam\u011bstnavatel\u00e9 rad\u011bji vol\u00ed z\u00e1konem povolen\u00e9 alternativn\u00ed \u0159e\u0161en\u00ed \u2013 finan\u010dn\u00ed odvod do st\u00e1tn\u00ed pokladny, kter\u00fd je vn\u00edm\u00e1n jako nejjednodu\u0161\u0161\u00ed varianta (n\u00edzk\u00e1 administrativn\u00ed z\u00e1t\u011b\u017e, \u017e\u00e1dn\u00e9 n\u00e1roky na \u00fapravy pracovn\u00edho prost\u0159ed\u00ed a podm\u00ednek), jak splnit z\u00e1konem stanovenou povinnost. <\/p>\n<p>Dal\u0161\u00ed n\u00e1hradn\u00ed mo\u017enost\u00ed, jak se vyhnout p\u0159\u00edm\u00e9mu zam\u011bstn\u00e1v\u00e1n\u00ed posti\u017een\u00fdch, je odb\u011br v\u00fdrobk\u016f \u010di slu\u017eeb (tzv. n\u00e1hradn\u00ed pln\u011bn\u00ed) od firmy zam\u011bstn\u00e1vaj\u00edc\u00ed lidi se zm\u011bn\u011bnou pracovn\u00ed schopnost\u00ed na chr\u00e1n\u011bn\u00e9m trhu pr\u00e1ce (m\u00e1 jich mezi sv\u00fdmi zam\u011bstnanci v\u00edce ne\u017e 50 procent). Vzhledem ke zm\u011bn\u011b legislativy a nastaven\u00ed limit\u016f se v\u0161ak firm\u00e1m z\u00fa\u017eil zdroj poskytovatel\u016f kvalitn\u00edho n\u00e1hradn\u00edho pln\u011bn\u00ed.<br \/>\nChystaj\u00ed se dal\u0161\u00ed legislativn\u00ed zm\u011bny, kter\u00e9 budou sm\u011b\u0159ovat k v\u011bt\u0161\u00edmu tlaku na p\u0159\u00edm\u00e9 zam\u011bstn\u00e1v\u00e1n\u00ed posti\u017een\u00fdch lid\u00ed. Proto je dobr\u00e9 za\u010d\u00edt s jejich n\u00e1borem co nejd\u0159\u00edve, aby si firemn\u00ed personalist\u00e9 mohli vyb\u00edrat a naj\u00edt mezi nimi kvalitn\u00ed zam\u011bstnance. V\u011bt\u0161\u00ed mo\u017enost v\u00fdb\u011bru rovn\u00e1 se v\u011bt\u0161\u00ed \u0161ance naj\u00edt vhodn\u00e9ho zam\u011bstnance pro danou pozici. <\/p>\n<p>V z\u00e1konech \u010cR nenalezneme jen povinnost zam\u011bstn\u00e1vat osoby se zdravotn\u00edm posti\u017een\u00edm, ale tak\u00e9 motiva\u010dn\u00ed n\u00e1stroj, jako jsou slevy na dani z p\u0159\u00edjmu a p\u0159\u00edsp\u011bvky na podporu jejich zam\u011bstn\u00e1v\u00e1n\u00ed. Ty m\u016f\u017ee vyu\u017e\u00edt jak firma na otev\u0159en\u00e9m trhu pr\u00e1ce, tak i zam\u011bstnavatel na chr\u00e1n\u011bn\u00e9m trhu. St\u00e1tn\u00ed podpora formou p\u0159\u00edsp\u011bvku je poskytov\u00e1na p\u0159es \u00da\u0159ad pr\u00e1ce \u010cR a jeho kontaktn\u00ed pracovi\u0161t\u011b. Bohu\u017eel zde zam\u011bstnavatel\u00e9 \u010dasto nar\u00e1\u017eej\u00ed na rozd\u00edln\u00e9 p\u0159\u00edstupy ze strany \u00fa\u0159adu (r\u016fzn\u00e9 po\u017eadavky pro p\u0159izn\u00e1n\u00ed p\u0159\u00edsp\u011bvk\u016f a vymezen\u00ed \u010di z\u0159\u00edzen\u00ed chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edst, nedostatek informac\u00ed), co\u017e je tak\u00e9 odrazuje od zam\u011bstn\u00e1v\u00e1n\u00ed posti\u017een\u00fdch. I p\u0159es v\u0161echny p\u0159ek\u00e1\u017eky se ale investovan\u00fd \u010das a energie firm\u011b vr\u00e1t\u00ed v podob\u011b kvalitn\u00edho zam\u011bstnance, presti\u017ee spole\u010densky odpov\u011bdn\u00e9 firmy, ekonomick\u00e9ho p\u0159\u00ednosu a t\u00edm i v\u011bt\u0161\u00ed konkurenceschopnosti. <\/p>\n<p>Osv\u011bta a podpora firem je pro zdravotn\u011b posti\u017een\u00e9 lidi z\u00e1sadn\u00ed p\u0159i zlep\u0161ov\u00e1n\u00ed jejich situace na trhu pr\u00e1ce . V\u011bnuje se j\u00ed neziskov\u00fd sektor (Nada\u010dn\u00ed fond pro podporu zam\u011bstn\u00e1v\u00e1n\u00ed OZP, N\u00e1rodn\u00ed rada osob se zdravotn\u00edm posti\u017een\u00edm \u010cR, agentury podporovan\u00e9ho zam\u011bstn\u00e1v\u00e1n\u00ed) a tak\u00e9 st\u00e1tn\u00ed instituce (\u00da\u0159ad pr\u00e1ce \u010cR), i kdy\u017e podle informac\u00ed od zam\u011bstnavatel\u016f pr\u00e1v\u011b st\u00e1t dostate\u010dn\u011b nevyu\u017e\u00edv\u00e1 sv\u00e9 mo\u017enosti. Firm\u00e1m lze jen doporu\u010dit, aby problematiku konzultovaly s odborn\u00edky a z\u00edskaly pot\u0159ebn\u00e9 informace. <\/p>\n<p>Kde hledat posti\u017een\u00e9 zam\u011bstnance? V mnoha p\u0159\u00edpadech mohou firmy m\u00edt ve sv\u00fdch \u0159ad\u00e1ch posti\u017een\u00e9 lidi, ale nemusej\u00ed o nich v\u011bd\u011bt. Takov\u00ed zam\u011bstnanci toti\u017e nemaj\u00ed povinnost hl\u00e1sit sv\u00e9 zdravotn\u00ed posti\u017een\u00ed zam\u011bstnavateli. Lid\u00e9 tak\u00e9 \u010dasto svoje posti\u017een\u00ed taj\u00ed z obav, \u017ee by mohli p\u0159ij\u00edt o pr\u00e1ci anebo by nemuseli usp\u011bt u p\u0159ij\u00edmac\u00edho \u0159\u00edzen\u00ed. Dal\u0161\u00edm d\u016fvodem m\u016f\u017ee b\u00fdt i to, \u017ee podle z\u00e1kona je minim\u00e1ln\u00ed mzda pro OZP o 1200 korun ni\u017e\u0161\u00ed. \u0158e\u0161en\u00edm pro firmy m\u016f\u017ee b\u00fdt otev\u0159en\u00e1 firemn\u00ed kultura (intern\u00ed i extern\u00ed motiva\u010dn\u00ed kampan\u011b se sd\u011blen\u00edm &#8222;Jsme firma, kter\u00e1 zam\u011bstn\u00e1v\u00e1 OZP a vytv\u00e1\u0159\u00ed pro n\u011b vhodn\u00e9 podm\u00ednky&#8220;) a stejn\u00e9 finan\u010dn\u00ed ohodnocen\u00ed, aby se ve firm\u011b za zdravotn\u00ed posti\u017een\u00ed nikdo nestyd\u011bl a neb\u00e1l se k n\u011bmu p\u0159iznat. <\/p>\n<p>Pokud chce firma zv\u00fd\u0161it svoji \u00fasp\u011b\u0161nost p\u0159i n\u00e1boru, m\u011bla by nab\u00edzet pozice p\u0159es speci\u00e1ln\u00ed port\u00e1ly \u2013 Prace.cz, O z p p r a c e.c z , Ko n t o b a r i e r y.c z , Vozejkov.cz, aj. Inzer\u00e1t s pracovn\u00ed pozic\u00ed by m\u011bl obsahovat detailn\u00ed popis (pr\u00e1ce v bari\u00e9rov\u00e9m prost\u0159ed\u00ed, pr\u00e1ce n\u00e1ro\u010dn\u00e1 na stres atd.). Posti\u017een\u00ed pak sami vyhodnot\u00ed, jestli je to pozice, o kterou se m\u00e1 z pohledu jejich zdravotn\u00edch omezen\u00ed smysl uch\u00e1zet. <\/p>\n<p>Vzd\u011bl\u00e1vac\u00ed a rekvalifika\u010dn\u00ed syst\u00e9m <\/p>\n<p>Podle statistik maj\u00ed lid\u00e9 se zdravotn\u00edm posti\u017een\u00edm v pr\u016fm\u011bru ni\u017e\u0161\u00ed vzd\u011bl\u00e1n\u00ed ne\u017e cel\u00e1 populace. Na druhou stranu je mezi nimi velk\u00e9 mno\u017estv\u00ed lid\u00ed, kte\u0159\u00ed studuj\u00ed n\u011bkolik vysok\u00fdch \u0161kol. Pr\u00e1v\u011b proto, \u017ee nemohou naj\u00edt pracovn\u00ed uplatn\u011bn\u00ed, se rozhodli pracovat na sv\u00e9m vzd\u011bl\u00e1n\u00ed. Maj\u00ed pak sice mnoho kvalifikac\u00ed, ale pro zam\u011bstnavatele jsou \u010dasto p\u0159ekvalifikovan\u00ed na danou pozici \u010di nemaj\u00ed \u017e\u00e1dnou praxi a zku\u0161enosti. Ov\u011b\u0159en\u00fdm zp\u016fsobem zv\u00fd\u0161en\u00ed \u0161ance na trhu pr\u00e1ce jsou dlouhodob\u00e9 st\u00e1\u017ee u zam\u011bstnavatel\u016f, kter\u00e9 jim umo\u017en\u00ed v n\u011bkter\u00fdch p\u0159\u00edpadech dokonce p\u0159estoupit na pracovn\u00ed pozici ve firm\u011b, kde byli na st\u00e1\u017ei. Nap\u0159. projekt Start bez p\u0159ek\u00e1\u017eek nab\u00edz\u00ed Metropolitn\u00ed univerzita Praha nebo se m\u016f\u017eete obr\u00e1tit na Fond dal\u0161\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed. Pro zam\u011bstnavatele plat\u00ed, \u017ee mohou za\u010d\u00edt spolupracovat s vysok\u00fdmi \u0161kolami a jejich centry pro studenty se specifick\u00fdmi pot\u0159ebami formou st\u00e1\u017e\u00ed. St\u00e1\u017eist\u00e9 mohou b\u00fdt zdrojem pro n\u00e1bor nov\u00fdch zam\u011bstnanc\u016f \u010di mohou pomoci m\u011bnit firemn\u00ed kulturu. <\/p>\n<p>\u010casto se OZP \u00fa\u010dastn\u00ed r\u016fzn\u00fdch vzd\u011bl\u00e1vac\u00edch a rekvalifika\u010dn\u00edch kurz\u016f, kter\u00e9 v\u0161ak bohu\u017eel nemaj\u00ed n\u00e1vaznost na propojen\u00ed na konkr\u00e9tn\u00ed pracovn\u00ed pozice a zam\u011bstnavatele. OZP tak podstoup\u00ed n\u011bkolik kurz\u016f, kter\u00e9 hradil \u00da\u0159ad pr\u00e1ce \u010di ESF, a stejn\u011b nenalezne pracovn\u00ed uplatn\u011bn\u00ed, proto\u017ee nebyla zaji\u0161t\u011bna prov\u00e1zanost na pot\u0159eby pracovn\u00edho trhu.
