Jde o vylou\u010den\u00ed soub\u011bhu veden\u00ed v evidenci uchaze\u010d\u016f o zam\u011bstn\u00e1n\u00ed a pr\u00e1ce na z\u00e1klad\u011b dohody o proveden\u00ed pr\u00e1ce v r\u00e1mci tzv. nekoliduj\u00edc\u00edho zam\u011bstn\u00e1n\u00ed.<\/strong><!--more--><\/p>\n<p>Zm\u011bnu p\u0159in\u00e1\u0161\u00ed vl\u00e1dn\u00ed novela o zam\u011bstnanosti, kterou se zab\u00fdval soci\u00e1ln\u00ed v\u00fdbor sn\u011bmovny. \u00bbNovela navrhuje zru\u0161en\u00ed mo\u017enosti vykon\u00e1v\u00e1n\u00ed nekoliduj\u00edc\u00edho zam\u011bstn\u00e1v\u00e1n\u00ed na z\u00e1klad\u011b dohody o proveden\u00ed pr\u00e1ce. Navrhovan\u00e1 zm\u011bna m\u00e1 podle ministerstva pr\u00e1ce v\u00e9st k v\u011bt\u0161\u00ed motivaci uchaze\u010d\u016f o zam\u011bstn\u00e1n\u00ed, k hled\u00e1n\u00ed zam\u011bstn\u00e1n\u00ed zakl\u00e1daj\u00edc\u00edho \u00fa\u010dast na nemocensk\u00e9m poji\u0161t\u011bn\u00ed, kter\u00e9 bude zdrojem p\u0159\u00edjmu pro zabezpe\u010den\u00ed jejich \u017eivotn\u00edch pot\u0159eb, a nebudou dlouhodob\u011b setrv\u00e1vat v evidenci uchaze\u010d\u016f o zam\u011bstn\u00e1n\u00ed,\u00ab uvedla ve v\u00fdboru st\u00ednov\u00e1 ministryn\u011b pr\u00e1ce KS\u010cM Hana Aulick\u00e1 J\u00edrovcov\u00e1 s t\u00edm, \u017ee pr\u00e1v\u011b zde vid\u00ed z\u00e1drhel. Ud\u011blala si pr\u016fzkum v praxi a zjistila, \u017ee smlouvy na z\u00e1klad\u011b dohody o proveden\u00ed pr\u00e1ce u nekoliduj\u00edc\u00edho zam\u011bstn\u00e1v\u00e1n\u00ed jsou v \u010d\u00e1stk\u00e1ch 200, 800, 1500 K\u010d a m\u00e1lokdy p\u0159ekro\u010d\u00ed hranici 2500 K\u010d. \u00bbO z\u00e1konn\u00fdch odvodech nelze u t\u011bchto \u010d\u00e1stek v\u016fbec hovo\u0159it,\u00ab zd\u016fraznila. Z praxe podle n\u00ed re\u00e1ln\u011b vych\u00e1z\u00ed, \u017ee a\u017e u 90 % nekoliduj\u00edc\u00edch zam\u011bstn\u00e1n\u00ed u uchaze\u010d\u016f o zam\u011bstn\u00e1n\u00ed doch\u00e1z\u00ed k form\u00e1ln\u00edmu sjedn\u00e1n\u00ed zam\u011bstn\u00e1n\u00ed, vykon\u00e1van\u00e9 pr\u00e1ce maxim\u00e1ln\u011b 20 hodin t\u00fddn\u011b s odm\u011bnou do 2500 K\u010d, nebo sou\u010dasn\u011b ke sjedn\u00e1n\u00ed dvou samostatn\u00fdch dohod o pracovn\u00ed \u010dinnosti s mal\u00fdm rozsahem, v\u011bt\u0161inou s podobn\u00fdm druhem pr\u00e1ce u jednoho zam\u011bstnavatele. Zatajov\u00e1n\u00ed p\u0159\u00edjm\u016f neboli v\u00fdplaty na ruku, jak Aulick\u00e1 uvedla, v\u0161ak p\u0159in\u00e1\u0161ej\u00ed st\u00e1tu dal\u0161\u00ed v\u00fddaje na soci\u00e1ln\u00edch d\u00e1vk\u00e1ch, zejm\u00e9na p\u0159\u00edsp\u011bvku na bydlen\u00ed.<\/p>\n<p>Novela se velmi t\u011bsn\u011b prol\u00edn\u00e1 s velkou zm\u011bnou z\u00e1kon\u00edku pr\u00e1ce, kter\u00e1 m\u00e1 b\u00fdt k\u0159ehk\u00fdm v\u00fdsledkem jedn\u00e1n\u00ed z\u00e1stupc\u016f obou soci\u00e1ln\u00edch partner\u016f, zahrnuje v\u011bcn\u00e9 zm\u011bny sm\u011b\u0159uj\u00edc\u00ed k prohlouben\u00ed flexibility pracovn\u00edch vztah\u016f, posiluje ochranu zam\u011bstnanc\u016f, pokud je nap\u0159\u00edklad zam\u011bstnavatel p\u0159ev\u00e1d\u00ed na jinou pr\u00e1ci, nelze to bez souhlasu zam\u011bstnance, upravuje pr\u00e1ci z domova, a tak\u00e9 p\u0159in\u00e1\u0161\u00ed nov\u00fd, spravedliv\u011bj\u0161\u00ed v\u00fdpo\u010det dovolen\u00e9. Chr\u00e1n\u00ed nap\u0159\u00edklad v\u00edce zejm\u00e9na matky, resp. rodi\u010de mal\u00fdch d\u011bt\u00ed. Je zde tak\u00e9 garance n\u00e1vratu na p\u016fvodn\u00ed pr\u00e1ci na pracovi\u0161ti i po skon\u010den\u00ed rodi\u010dovsk\u00e9 dovolen\u00e9, nejen jako dosud po skon\u010den\u00ed dovolen\u00e9 mate\u0159sk\u00e9. Ve v\u00fdboru z\u00e1rove\u0148 zazn\u011blo, \u017ee pokud nebude p\u0159ijata, nic se nestane.<\/p>\n<p>Nejv\u011bt\u0161\u00ed diskuse \u2013 odm\u011b\u0148ov\u00e1n\u00ed zdravotn\u00edk\u016f<\/p>\n<p>Diskuse ve v\u00fdboru, nejednou velmi vzru\u0161en\u00e1, se t\u00fdkala p\u0159edev\u0161\u00edm pozm\u011b\u0148ovac\u00edho n\u00e1vrhu \u0161\u00e9fa v\u00fdboru Jaroslava Zavadila (\u010cSSD), jeho\u017e c\u00edlem je sjednotit odm\u011b\u0148ov\u00e1n\u00ed zdravotn\u00edk\u016f ve ve\u0159ejn\u00fdch a soukrom\u00fdch nemocnic\u00edch. Zam\u011bstnavatel\u00e9 to odm\u00edtaj\u00ed. Podle nich by zm\u011bna znamenala z\u00e1sah do trhu pr\u00e1ce a \u0159\u00edzen\u00ed zdravotnick\u00fdch za\u0159\u00edzen\u00ed, proto vyzvali v\u00fdbor, aby z\u00e1m\u011br nepodpo\u0159il. Srovn\u00e1n\u00ed plat\u016f a mezd \u017e\u00e1daj\u00ed odbory. St\u011b\u017euj\u00ed si, \u017ee v priv\u00e1tn\u00edch za\u0159\u00edzen\u00edch zdravotn\u00edci vyd\u011bl\u00e1vaj\u00ed a\u017e o deset tis\u00edc m\u011bs\u00ed\u010dn\u011b m\u00e9n\u011b ne\u017e ve st\u00e1tn\u00edch.<\/p>\n<p>V soukrom\u00fdch za\u0159\u00edzen\u00edch dost\u00e1vaj\u00ed zdravotn\u00edci mzdu a ve ve\u0159ejn\u00fdch plat. Podle odbor\u016f se v t\u011bch priv\u00e1tn\u00edch nep\u0159id\u00e1v\u00e1 tak, jak stanov\u00ed vl\u00e1da, p\u0159i\u010dem\u017e by srovn\u00e1n\u00ed v\u00fdd\u011blk\u016f p\u0159isp\u011blo k person\u00e1ln\u00ed stabilizaci ve zdravotnictv\u00ed. \u00bbZam\u011bstnavatel\u00e9 odm\u00edtaj\u00ed n\u00e1vrh na zaveden\u00ed platov\u00fdch tabulek do soukrom\u00fdch nemocnic. Byl by to z\u00e1sah do trhu pr\u00e1ce,\u00ab \u0159ekl prezident Unie zam\u011bstnavatelsk\u00fdch a podnikatelsk\u00fdch svaz\u016f Ji\u0159\u00ed Horeck\u00fd. Za diskrimina\u010dn\u00ed by tak\u00e9 pova\u017eoval, kdyby se opat\u0159en\u00ed dotklo jen nemocnic a ne dal\u0161\u00edch \u010d\u00e1st\u00ed zdravotnictv\u00ed. Tvrd\u00ed, \u017ee pokud by se m\u011bly sjednotit v\u00fdd\u011blky, m\u011bly by se srovnat i \u00fahrady od zdravotn\u00edch poji\u0161\u0165oven.<\/p>\n<p>Podle m\u00edstop\u0159edsedy Asociace \u010desk\u00fdch a moravsk\u00fdch nemocnic Petra Chudomela v\u011bt\u0161\u00ed nemocnice dost\u00e1vaj\u00ed za stejn\u00e9 v\u00fdkony v\u00edc pen\u011bz. Mzdy u nich tvo\u0159\u00ed zhruba 40 a\u017e 45 % n\u00e1klad\u016f, v men\u0161\u00edch a st\u0159edn\u00edch nemocnic\u00edch pak 60 a\u017e 70 %. \u00bbN\u00e1vrh je nesyst\u00e9mov\u00fd. Zbyte\u010dn\u011b by nivelizoval hladinu mezd v nemocnic\u00edch,\u00ab dodal. Ani podle n\u00e1m\u011bstka MPSV Petra H\u016frky nen\u00ed pozm\u011b\u0148ovac\u00ed n\u00e1vrh koncep\u010dn\u00ed. \u00bbOdm\u011b\u0148ov\u00e1n\u00ed nesm\u00ed b\u00fdt ni\u017e\u0161\u00ed ne\u017e v platov\u00e9 sf\u00e9\u0159e,\u00ab m\u00edn\u00ed. Je p\u0159esv\u011bd\u010den o tom, \u017ee by m\u011bl vzniknout zvl\u00e1\u0161tn\u00ed n\u00e1vrh, ne dopln\u011bn\u00ed z\u00e1kon\u00edku pr\u00e1ce.<\/p>\n<p>\u00bbOtev\u0159en\u00ed z\u00e1kon\u00edku pr\u00e1ce je v\u017edy probl\u00e9m, podle po\u010dtu navrhovan\u00fdch zm\u011bn je vid\u011bt, \u017ee to plat\u00ed i dnes, pozm\u011b\u0148ovac\u00edch n\u00e1vrh\u016f je 55 a n\u011bkter\u00e9 maj\u00ed v\u00edce bod\u016f,\u00ab poznamenal m\u00edstop\u0159edseda v\u00fdboru Miroslav Op\u00e1lka (KS\u010cM), kter\u00fd sch\u016fzi v\u00fdboru \u0159\u00eddil.<\/p>\n<p>O srovn\u00e1n\u00ed odm\u011b\u0148ov\u00e1n\u00ed odbory usiluj\u00ed u\u017e dlouho. Podle \u0161\u00e9fky Odborov\u00e9ho svazu zdravotnictv\u00ed Dagmar \u017ditn\u00edkov\u00e9 se plat a mzda li\u0161\u00ed v pr\u016fm\u011bru o v\u00edc ne\u017e 5000 K\u010d. \u00bbUp\u0159ednost\u0148ujeme to, aby se platy sjednotily a skon\u010dila diskriminace,\u00ab \u0159ekla. Prosazen\u00ed n\u00e1vrhu by podle n\u00ed p\u0159isp\u011blo k person\u00e1ln\u00ed stabilizaci nemocnic. Zm\u011bnu podpo\u0159il i z\u00e1stupce svazu pacient\u016f. Na jedn\u00e1n\u00ed p\u0159i\u0161ly i zdravotn\u00ed sestry ze soukrom\u00fdch nemocnic. Poukazovaly na to, \u017ee se musej\u00ed kv\u016fli nedostatku person\u00e1lu zav\u00edrat odd\u011blen\u00ed a omezovat p\u00e9\u010de. \u00bbV m\u00e9di\u00edch se mluv\u00ed o r\u016fstu o 10 %, ale zam\u011bstnavatel\u00e9 tolik pen\u011bz lidem nedaj\u00ed. Sl\u00fdch\u00e1me, \u017ee mus\u00ed investovat. Je to hra na podnikatelsk\u00e9 prost\u0159ed\u00ed. Vypadl z toho zam\u011bstnanec,\u00ab uvedla Iva \u0158ezn\u00ed\u010dkov\u00e1, p\u0159edsedkyn\u011b odborov\u00e9 organizace z trutnovsk\u00e9 nemocnice a tam\u011bj\u0161\u00ed zastupitelka za KS\u010cM. Podle odbor\u00e1\u0159ky Milu\u0161e V\u00e1vrov\u00e9 vl\u00e1da sice stanovila 10procentn\u00ed r\u016fst v\u00fdd\u011blk\u016f, v jej\u00ed nemocnici vyjedn\u00e1v\u00e1n\u00ed je\u0161t\u011b neskon\u010dilo a veden\u00ed za\u0159\u00edzen\u00ed navrhlo 5 %. Ona s prax\u00ed 37 let m\u00e1 z\u00e1kladn\u00ed mzdov\u00fd tarif 26 058 K\u010d, ve st\u00e1tn\u00ed nemocnici by m\u011bla plat 31 640 K\u010d.
