To bylo spojeno zejm\u00e9na s novelou \u0161kolsk\u00e9ho z\u00e1kona \u010d. 82\/2015 Sb., kter\u00e1 p\u0159edstavila syst\u00e9m podp\u016frn\u00fdch opat\u0159en\u00ed pro vzd\u011bl\u00e1v\u00e1n\u00ed d\u011bt\u00ed, \u017e\u00e1k\u016f a student\u016f se speci\u00e1ln\u00edmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami.<!--more--> Pojem inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed je proto v sou\u010dasnosti spojen s mnoha emocemi vztahuj\u00edc\u00edmi se p\u0159edev\u0161\u00edm k t\u00e9to novele. Inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed je v\u0161ak pojem mnohem \u0161ir\u0161\u00ed, vyjad\u0159uj\u00edc\u00ed zejm\u00e9na soubor postup\u016f a opat\u0159en\u00ed k zaji\u0161t\u011bn\u00ed toho, \u017ee \u0161koln\u00ed prost\u0159ed\u00ed bude otev\u0159en\u00e9 ka\u017ed\u00e9mu d\u00edt\u011bti.<\/p>\n<p>Definice inkluzivn\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed<\/p>\n<p>Inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed bylo poprv\u00e9 zavedeno jako pr\u00e1vo do \u00damluvy OSN o pr\u00e1vech osob se zdravotn\u00edm posti\u017en\u00edm, kter\u00e1 je pro \u010ceskou republiku z\u00e1vazn\u00e1 od roku 2009. \u010cl\u00e1nek 24 t\u00e9to \u00famluvy \u0159\u00edk\u00e1, \u017ee ka\u017ed\u00e9 d\u00edt\u011b m\u00e1 pr\u00e1vo na to, aby nebylo vylou\u010deno ze v\u0161eobecn\u00e9 vzd\u011bl\u00e1vac\u00ed soustavy a bezplatn\u00e9ho a povinn\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed, pr\u00e1vo na p\u0159\u00edstup k inkluzivn\u00edmu, kvalitn\u00edmu a bezplatn\u00e9mu vzd\u011bl\u00e1v\u00e1n\u00ed v m\u00edst\u011b, kde \u017eije, a tak\u00e9 na to, aby mu byla poskytov\u00e1na dostate\u010dn\u00e1 podpora umo\u017e\u0148uj\u00edc\u00ed jeho \u00fa\u010dinn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed. C\u00edlem t\u00e9to podpory m\u00e1 b\u00fdt podle t\u00e9ho\u017e \u010dl\u00e1nku efektivn\u00ed za\u010dlen\u011bn\u00ed do v\u011bt\u0161inov\u00e9 spole\u010dnosti, soci\u00e1ln\u00ed rozvoj i maximalizace vzd\u011bl\u00e1vac\u00edch pokrok\u016f.<br \/>\nJak v\u0161ak nastavit vzd\u011bl\u00e1vac\u00ed syst\u00e9m tak, aby v\u00fd\u0161e uveden\u00e9 po\u017eadavky napl\u0148oval, z\u016fst\u00e1valo p\u0159edm\u011btem diskuz\u00ed i zkoum\u00e1n\u00ed. Zav\u00e1d\u011bn\u00ed inkluzivn\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed proto vedlo jednodu\u0161e k p\u0159emis\u0165ov\u00e1n\u00ed d\u011bt\u00ed se speci\u00e1ln\u00edmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami do hlavn\u00edho vzd\u011bl\u00e1vac\u00edho proudu bez dosta\u010duj\u00edc\u00ed podpory jak d\u00edt\u011bti, tak pedagog\u016fm. Integrovat lze podle tohoto p\u0159\u00edstupu ty d\u011bti, kter\u00e9 v hlavn\u00edm vzd\u011bl\u00e1vac\u00edm proudu &#8222;usp\u011bly&#8220;, naopak ty d\u011bti, kter\u00e9 &#8222;neusp\u011bly&#8220;, se maj\u00ed vzd\u011bl\u00e1vat v odd\u011blen\u00e9m syst\u00e9mu speci\u00e1ln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed. Tento p\u0159\u00edstup byl v\u017edy mnoha odborn\u00edky na inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed kritizov\u00e1n,1 teprve nyn\u00ed v\u0161ak V\u00fdbor OSN pro pr\u00e1va osob se zdravotn\u00edm posti\u017een\u00edm poskytl st\u00e1t\u016fm n\u00e1vod, jak jinak k inkluzivn\u00edmu vzd\u011bl\u00e1v\u00e1n\u00ed p\u0159istupovat a zejm\u00e9na kter\u00e9 kroky je t\u0159eba u\u010dinit, abychom \u0161koln\u00ed prost\u0159ed\u00ed mohli vn\u00edmat jako inkluzivn\u00ed.<br \/>\nV\u00fdbor OSN pro pr\u00e1va osob se zdravotn\u00edm posti\u017een\u00edm je \u00damluvou o pr\u00e1vech osob se zdravotn\u00edm posti\u017een\u00edm zmocn\u011bn, aby st\u00e1t\u016fm pomohl \u00famluvu spr\u00e1vn\u011b implementovat. Jednou z forem, kter\u00fdmi tak \u010din\u00ed, jsou obecn\u00e9 koment\u00e1\u0159e. Ty lze pova\u017eovat za vysv\u011btluj\u00edc\u00ed dokumenty \u010di jak\u00e9si prov\u00e1d\u011bj\u00edc\u00ed pokyny, kter\u00e9 vysv\u011btluj\u00ed, co m\u00e1 st\u00e1t \u010dinit, aby naplnil sv\u016fj z\u00e1vazek vypl\u00fdvaj\u00edc\u00ed z \u00damluvy.2 Pr\u00e1v\u011b v roce 2016 v\u00fdbor vydal obecn\u00fd koment\u00e1\u0159 k pr\u00e1vu na inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed, ve kter\u00e9m shrnuje, jak\u00fdm zp\u016fsobem lze na r\u016fzn\u00fdch \u00farovn\u00edch inkluzivn\u00edho vzd\u011bl\u00e1n\u00ed doc\u00edlit.3 Koment\u00e1\u0159 p\u0159itom opakuje to, co odborn\u00edci \u0159\u00edkali ji\u017e n\u011bkolik let p\u0159ed n\u00edm: inkluze neznamen\u00e1 p\u0159esun d\u011bt\u00ed se speci\u00e1ln\u00edmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami do nep\u0159ipraven\u00e9ho prost\u0159ed\u00ed \u0161koly. Inkluze naopak znamen\u00e1 p\u0159ipravov\u00e1n\u00ed vzd\u011bl\u00e1vac\u00edho prost\u0159ed\u00ed tak, aby nebylo vyhovuj\u00edc\u00ed jen pro ur\u010dit\u00fd typ \u017e\u00e1k\u016f, ale pro v\u0161echny. Koment\u00e1\u0159 tak\u00e9 poukazuje na d\u016fle\u017eitou v\u011bc, kter\u00e1 v \u010desk\u00e9 diskuzi o inkluzivn\u00edm vzd\u011bl\u00e1v\u00e1n\u00ed zat\u00edm nezazn\u00edv\u00e1 &#8211; pr\u00e1vo na inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed plat\u00ed nejen pro vzd\u011bl\u00e1v\u00e1n\u00ed z\u00e1kladn\u00ed, ale tak\u00e9 p\u0159ed\u0161koln\u00ed, st\u0159edo\u0161kolsk\u00e9 i vysoko\u0161kolsk\u00e9. V\u0161echny tyto \u00farovn\u011b vzd\u011bl\u00e1v\u00e1n\u00ed by tak m\u011bly b\u00fdt p\u0159ipraveny na p\u0159ij\u00edm\u00e1n\u00ed \u017e\u00e1k\u016f a student\u016f se speci\u00e1ln\u00edmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami a tak\u00e9 na poskytnut\u00ed dostate\u010dn\u00e9 podpory. Obecn\u00fd koment\u00e1\u0159 v\u0161ak tak\u00e9 konstatuje, \u017ee zaji\u0161t\u011bn\u00ed pr\u00e1va na inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed nemus\u00ed nutn\u011b znamenat neexistenci speci\u00e1ln\u00edch \u0161kol, a u\u017e v\u016fbec nevyu\u017eit\u00ed specialist\u016f v oblasti vzd\u011bl\u00e1v\u00e1n\u00ed d\u011bt\u00ed se speci\u00e1ln\u00edmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami. I syst\u00e9m speci\u00e1ln\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed by v\u0161ak m\u011bl b\u00fdt tak otev\u0159en\u00fd a prostupn\u00fd do b\u011b\u017en\u00e9ho vzd\u011bl\u00e1v\u00e1n\u00ed, jak je to mo\u017en\u00e9.<\/p>\n<p>Inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed ve vztahu k \u017e\u00e1kovi<\/p>\n<p>Podle obecn\u00e9ho koment\u00e1\u0159e je inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed zejm\u00e9na pedagogick\u00fd p\u0159\u00edstup, zp\u016fsob, jak\u00fdm uva\u017eujeme o vzd\u011bl\u00e1v\u00e1n\u00ed, jeho prost\u0159edc\u00edch, \u017e\u00e1c\u00edch, vztaz\u00edch i \u0161koln\u00edm prost\u0159ed\u00ed. Jeho z\u00e1kladem je uzn\u00e1n\u00ed toho, \u017ee ka\u017ed\u00fd jedinec m\u00e1 kapacitu se u\u010dit a \u010dinit pokroky. Jen potenci\u00e1l, pot\u0159eby a c\u00edle vzd\u011bl\u00e1v\u00e1n\u00ed jsou odli\u0161n\u00e9 u ka\u017ed\u00e9ho. Je proto d\u016fle\u017eit\u00e9 m\u00edt flexibiln\u00ed osnovy, um\u011bt p\u0159izp\u016fsobovat v\u00fdukov\u00e9 metody a u\u010debn\u00ed styl. Jednodu\u0161e \u0159e\u010deno nelze \u010dekat, \u017ee po p\u0159\u00edchodu do \u0161koly se bude p\u0159izp\u016fsobovat jen \u017e\u00e1k nebo student. Naopak i \u0161kola by se m\u011bla um\u011bt p\u0159izp\u016fsobit tomu, \u017ee ka\u017ed\u00fd \u017e\u00e1k je trochu jin\u00fd. O to v\u00edce to plat\u00ed pro \u017e\u00e1ky nebo studenty s posti\u017een\u00edm. Ti maj\u00ed podle \u00damluvy pr\u00e1vo na zaji\u0161t\u011bn\u00ed p\u0159\u00edstupnosti \u0161koly (\u010dl. 9) a p\u0159im\u011b\u0159en\u00fdch \u00faprav (\u010dl. 5). Jejich odm\u00edtnut\u00ed kvalifikuje \u00damluva (a tak\u00e9 \u010desk\u00fd antidiskrimina\u010dn\u00ed z\u00e1kon)4 jako diskriminaci na z\u00e1klad\u011b zdravotn\u00edho posti\u017een\u00ed. Bari\u00e9r, kter\u00fdm takov\u00e9 d\u00edt\u011b v b\u011b\u017en\u00e9 \u0161kole m\u016f\u017ee \u010delit, je p\u0159itom spousta a zdaleka nejsou jen fyzick\u00e9. Mohou jimi b\u00fdt nesrozumiteln\u00e9 informace a pokyny, u\u017e\u00edv\u00e1n\u00ed \u0161patn\u00e9ho komunika\u010dn\u00edho stylu, zastra\u0161uj\u00edc\u00ed vystupov\u00e1n\u00ed, p\u0159\u00edli\u0161 rigidn\u00ed osnovy a hodnocen\u00ed aj. Inkluz\u00ed tak mysl\u00edme tak\u00e9 proces odstra\u0148ov\u00e1n\u00ed takov\u00fdch bari\u00e9r.<br \/>\nSou\u010d\u00e1st\u00ed t\u00e9to dimenze inkluzivn\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed je tak\u00e9 pr\u00e1vo \u017e\u00e1ka a studenta na to, b\u00fdt vzd\u011bl\u00e1v\u00e1n v p\u0159\u00e1telsk\u00e9m v\u00fdukov\u00e9m prost\u0159ed\u00ed, kde se c\u00edt\u00ed bezpe\u010dn\u011b, kde je podporov\u00e1n, kde je v\u00edt\u00e1n jeho n\u00e1zor a kde funguje vrstevnick\u00e1 podpora. Nep\u0159\u00e1telsk\u00e9 v\u00fdukov\u00e9 prost\u0159ed\u00ed, kter\u00e9 je n\u00e1chyln\u011bj\u0161\u00ed k negativn\u00edm jev\u016fm, jako je \u0161ikana, je toti\u017e specificky nep\u0159\u00edstupn\u00e9 pro zraniteln\u00e9 skupiny student\u016f, jako jsou ti se speci\u00e1ln\u00edmi vzd\u011bl\u00e1vac\u00edmi pot\u0159ebami.<br \/>\nZ definice je v\u0161ak z\u0159ejm\u00e9, \u017ee \u017e\u00e1k a student m\u00e1 pr\u00e1vo na \u00fapravy, kter\u00e9 jsou p\u0159im\u011b\u0159en\u00e9. Ned\u00e1 se tedy \u0159\u00edci, \u017ee \u017e\u00e1k a student m\u00e1 pr\u00e1vo na jak\u00e9koli p\u0159izp\u016fsoben\u00ed. Podle \u00damluvy je podstatn\u00fd pom\u011br u\u017eitku, kter\u00fd \u00faprava \u017e\u00e1kovi p\u0159inese, dopad\u016f p\u0159\u00edpadn\u00e9ho nezaji\u0161t\u011bn\u00ed a n\u00e1klad\u016f \u0161koly. Pokud je opat\u0159en\u00ed \u00fa\u010deln\u00e9 a \u0161kola prost\u0159edky k dispozici m\u00e1, mus\u00ed p\u0159im\u011b\u0159en\u00e9 opat\u0159en\u00ed u\u010dinit. Pokud je tomu naopak, mus\u00ed jejich nep\u0159im\u011b\u0159enost od\u016fvodnit a prok\u00e1zat.5 Zaji\u0161t\u011bn\u00ed p\u0159\u00edstupnosti a p\u0159im\u011b\u0159en\u00fdch \u00faprav\/opat\u0159en\u00ed v\u0161ak nem\u016f\u017ee podle obecn\u00e9ho koment\u00e1\u0159e k inkluzivn\u00edmu vzd\u011bl\u00e1v\u00e1n\u00ed pro studenta znamenat dal\u0161\u00ed finan\u010dn\u00ed z\u00e1t\u011b\u017e.<\/p>\n<p>Inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed a \u0161koln\u00ed prost\u0159ed\u00ed<\/p>\n<p>Zda je \u0161kola inkluzivn\u00ed nebo nen\u00ed, lze podle obecn\u00e9ho koment\u00e1\u0159e poznat mimo jin\u00e9 na jej\u00ed celkov\u00e9 kultu\u0159e a atmosf\u00e9\u0159e. Inkluze se projevuje v t\u0159\u00eddn\u00edch vztaz\u00edch, ale i ve vztaz\u00edch mezi u\u010diteli, ve zp\u016fsobu organizace v\u00fduky i mimo\u0161koln\u00edch aktivit i ve vztaz\u00edch s rodi\u010di a okol\u00edm \u0161koly. Inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed tak m\u016f\u017ee fungovat pouze ve \u0161kole, kter\u00e1 vytv\u00e1\u0159\u00ed dobr\u00e9 podm\u00ednky pro pr\u00e1ci pedagog\u016f, podporuje jejich dal\u0161\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed i kolegi\u00e1ln\u00ed vztahy a buduje v nich pocit ocen\u011bn\u00ed za odvedenou pr\u00e1ci. Takov\u00e1 \u0161kola naslouch\u00e1 nejen u\u010ditel\u016fm, ale tak\u00e9 \u017e\u00e1k\u016fm a student\u016fm. Ti v\u011bd\u00ed, \u017ee mohou vyj\u00e1d\u0159it vlastn\u00ed n\u00e1zor na fungov\u00e1n\u00ed \u0161koly a spole\u010dn\u011b formovat \u0161koln\u00ed prost\u0159ed\u00ed. Obecn\u00fd koment\u00e1\u0159 zd\u016fraz\u0148uje tak\u00e9 d\u016fle\u017eitost vn\u011bj\u0161\u00edch partnerstv\u00ed: u\u010ditelsk\u00fdch, studentsk\u00fdch a rodi\u010dovsk\u00fdch asociac\u00ed.<br \/>\nK zaji\u0161t\u011bn\u00ed bezpe\u010dnosti a p\u0159\u00e1telskosti \u0161koln\u00edho prost\u0159ed\u00ed ze strany \u0161koly nevedou jen programy prevence \u0161ikany a soci\u00e1ln\u011b patologick\u00fdch jev\u016f a d\u016fsledn\u00e9 reagov\u00e1n\u00ed na tyto projevy. Slou\u017e\u00ed k n\u011bmu tak\u00e9 pozitivn\u00ed p\u0159\u00edklad pedagogick\u00fdch a jin\u00fdch pracovn\u00edk\u016f \u0161koly, pomoc\u00ed kter\u00e9ho si \u017e\u00e1ci a studenti osvojuj\u00ed normy chov\u00e1n\u00ed.<\/p>\n<p>Z\u00e1v\u011br<\/p>\n<p>Pedagogov\u00e9, odborn\u00edci na inkluzivn\u00ed vzd\u011bl\u00e1v\u00e1n\u00ed, st\u00e1le pokra\u010duj\u00ed v pr\u00e1ci na definici jednotliv\u00fdch element\u016f inkluzivn\u00edho vzd\u011bl\u00e1v\u00e1n\u00ed a doporu\u010den\u00edch, jak jej vlastn\u011b dob\u0159e &#8222;zav\u00e9st&#8220;. Obecn\u00fd koment\u00e1\u0159 V\u00fdboru OSN pro pr\u00e1va osob se zdravotn\u00edm posti\u017een\u00edm v tomto poskytuje dal\u0161\u00ed vod\u00edtko. Zejm\u00e9na p\u0159itom zd\u016fraz\u0148uje, \u017ee inkluze je v podstat\u011b my\u0161lenkov\u00fd p\u0159\u00edstup ke vzd\u011bl\u00e1n\u00ed, kter\u00fd ovlivn\u00ed cel\u00e9 \u0161koln\u00ed prost\u0159ed\u00ed a atmosf\u00e9ru. Zapome\u0148te na to, \u017ee inkluz\u00ed je pouze spole\u010dn\u00e9 vzd\u011bl\u00e1v\u00e1n\u00ed v ji\u017e existuj\u00edc\u00edch z\u00e1kladn\u00edch \u0161kol\u00e1ch. Inkluz\u00ed tak, jak ji ch\u00e1pe \u00damluva o pr\u00e1vech osob se zdravotn\u00edm posti\u017een\u00edm, je reagov\u00e1n\u00ed na vzd\u011bl\u00e1vac\u00ed potenci\u00e1l ka\u017ed\u00e9ho \u017e\u00e1ka a \u00fapln\u00e9 opu\u0161t\u011bn\u00ed mo\u017enosti n\u011bkter\u00e9ho z nich &#8222;hodit p\u0159es palubu&#8220;. Jde tak\u00e9 o p\u0159ekon\u00e1v\u00e1n\u00ed r\u016fzn\u00fdch bari\u00e9r ve \u0161koln\u00edm prost\u0159ed\u00ed pro ty, kte\u0159\u00ed maj\u00ed speci\u00e1ln\u00ed pot\u0159eby.
