K\u010d na podporu zam\u011bstn\u00e1v\u00e1n\u00ed OZP"},"content":{"rendered":"<p><strong>B\u011bhem uplynul\u00e9ho roku podpo\u0159il \u00da\u0159ad pr\u00e1ce \u010cR v r\u00e1mci n\u00e1stroj\u016f a opat\u0159en\u00ed aktivn\u00ed politiky zam\u011bstnanosti 8 552 osob se zdravotn\u00edm posti\u017een\u00edm (OZP). Na podporu jejich zam\u011bstnanosti poskytl za 12 m\u011bs\u00edc\u016f celkem 5,72 mld. K\u010d (v roce 2016 \u2013 5 mld. K\u010d, za rok 2015 pak \u2013 4,38 mld. K\u010d).<\/strong><br \/>\n<!--more--><br \/>\nKe konci prosince 2017 tvo\u0159ily osoby se zdravotn\u00edm posti\u017een\u00edm 16,4 % z celkov\u00e9ho po\u010dtu uchaze\u010d\u016f o zam\u011bstn\u00e1n\u00ed. V evidenci \u00daP \u010cR jich bylo celkem 46 009. Zam\u011bstnavatel\u00e9 jim nab\u00edzeli prost\u0159ednictv\u00edm \u00daP \u010cR 13 022 voln\u00fdch pracovn\u00edch m\u00edst (VPM). Nejv\u00edce \u0161anc\u00ed na z\u00edsk\u00e1n\u00ed pr\u00e1ce m\u011bli lid\u00e9 se zdravotn\u00edm posti\u017een\u00edm v Praze (2 322 VPM), v Jihomoravsk\u00e9m (1 420 VPM), St\u0159edo\u010desk\u00e9m (1 352) a Moravskoslezsk\u00e9m (1 288 VPM) kraji. Nej\u010dast\u011bji se jednalo o pozice pro pracovn\u00edky v oblasti ochrany a ostrahy, ukl\u00edze\u010de nebo pracovn\u00edky v informa\u010dn\u00edch slu\u017eb\u00e1ch.<\/p>\n<p>V podpo\u0159e zam\u011bstn\u00e1v\u00e1n\u00ed OZP hraje d\u016fle\u017eitou roli st\u00e1t. Nap\u0159\u00edklad prost\u0159ednictv\u00edm p\u0159\u00edsp\u011bvk\u016f, kter\u00e9 poskytuje \u00da\u0159ad pr\u00e1ce \u010cR, a to na z\u0159\u00edzen\u00ed pracovn\u00edho m\u00edsta pro OZP (statut chr\u00e1n\u011bn\u00e9ho pracovn\u00edho m\u00edsta \u2013 CHPM &#8211; zanikl k 31. 12. 2017) a n\u00e1sledn\u011b tak\u00e9 na \u00fahradu n\u00e1klad\u016f spojen\u00fdch s jeho provozem. V\u00fdznamnou roli hraje v tomto ohledu t\u00e9\u017e pracovn\u00ed rehabilitace.<\/p>\n<p>P\u0159i rozhodov\u00e1n\u00ed o p\u0159izn\u00e1n\u00ed p\u0159\u00edsp\u011bvk\u016f na z\u0159\u00edzen\u00ed pracovn\u00edho m\u00edsta pro OZP bere \u00daP \u010cR v potaz celkovou situaci na trhu pr\u00e1ce v dan\u00e9m regionu. Ke konci prosince 2017 finan\u010dn\u011b podpo\u0159il v r\u00e1mci chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edst 1 747 OZP (z toho jich 47 vykon\u00e1valo samostatn\u011b v\u00fdd\u011ble\u010dnou \u010dinnost). Nej\u010dast\u011bji se jednalo o pozice ur\u010den\u00e9 v\u00fdrobn\u00edm, mont\u00e1\u017en\u00edm a pomocn\u00fdm d\u011bln\u00edk\u016fm, \u0159emesln\u00edk\u016fm, pracovn\u00edk\u016fm v osobn\u00edch a \u00faklidov\u00fdch slu\u017eb\u00e1ch, administrativ\u011b, obchod\u011b, prodeji a ostraze, skladn\u00edk\u016fm, \u0161i\u010dk\u00e1m, oper\u00e1tor\u016fm call center apod. Celkem 199 uchaze\u010d\u016fm p\u0159isp\u011bl \u00daP \u010cR na provoz CHPM.<\/p>\n<p>P\u0159\u00edsp\u011bvek na podporu zam\u011bstn\u00e1v\u00e1n\u00ed OZP na chr\u00e1n\u011bn\u00e9m trhu pr\u00e1ce<\/p>\n<p>Jestli\u017ee zam\u011bstnavatel zam\u011bstn\u00e1v\u00e1 v\u00edce ne\u017e 50 % osob se zdravotn\u00edm posti\u017een\u00edm z celkov\u00e9ho po\u010dtu zam\u011bstnanc\u016f, a z\u00e1rove\u0148 spl\u0148uje podm\u00ednku, \u017ee tito zam\u011bstnanci pracuj\u00ed na chr\u00e1n\u011bn\u00e9m trhu pr\u00e1ce, m\u016f\u017ee si po\u017e\u00e1dat o refundaci 75 % skute\u010dn\u011b vynalo\u017een\u00fdch n\u00e1klad\u016f na jejich mzdy nebo platy, v\u010detn\u011b pojistn\u00e9ho na soci\u00e1ln\u00ed zabezpe\u010den\u00ed a p\u0159\u00edsp\u011bvku na st\u00e1tn\u00ed politiku zam\u011bstnanosti a pojistn\u00e9ho na ve\u0159ejn\u00e9 zdravotn\u00ed poji\u0161t\u011bn\u00ed. Maxim\u00e1ln\u00ed \u010d\u00e1stka m\u011bs\u00ed\u010dn\u00ed \u010d\u00e1stka \u010din\u00ed v takov\u00e9m p\u0159\u00edpad\u011b 12 000 K\u010d.<\/p>\n<p>Zam\u011bstnavatel\u00e9 zam\u011bstn\u00e1vaj\u00edc\u00ed v pracovn\u00edm pom\u011bru v\u00edce ne\u017e 50 % osob se zdravotn\u00edm posti\u017een\u00edm z celkov\u00e9ho po\u010dtu zam\u011bstnanc\u016f na chr\u00e1n\u011bn\u00e9m trhu pr\u00e1ce, mohou po\u017e\u00e1dat o poskytnut\u00ed p\u0159\u00edsp\u011bvku i na podporu zam\u011bstn\u00e1v\u00e1n\u00ed osob zdravotn\u011b znev\u00fdhodn\u011bn\u00fdch (OZZ). Maxim\u00e1ln\u00ed v\u00fd\u0161e p\u0159\u00edsp\u011bvku na zam\u011bstnance, kter\u00fd je OZZ, \u010din\u00ed 5 000 K\u010d m\u011bs\u00ed\u010dn\u011b. Na zam\u011bstnance, kter\u00fd je uzn\u00e1n v 1. \u2013 3. stupni invalidity, m\u016f\u017ee \u00daP \u010cR poskytovat p\u0159\u00edsp\u011bvek a\u017e do v\u00fd\u0161e 9 500 K\u010d m\u011bs\u00ed\u010dn\u011b. Zam\u011bstnavatel m\u016f\u017ee uplatnit n\u00e1rok na zv\u00fd\u0161en\u00ed p\u0159\u00edsp\u011bvku, nejv\u00edce v\u0161ak o 1 000 K\u010d m\u011bs\u00ed\u010dn\u011b. Celkem tedy m\u016f\u017ee \u00daP \u010cR zam\u011bstnavateli poskytnout p\u0159\u00edsp\u011bvek a\u017e do v\u00fd\u0161e 13 000 K\u010d m\u011bs\u00ed\u010dn\u011b u osob invalidn\u00edch a a\u017e 6 000 K\u010d m\u011bs\u00ed\u010dn\u011b u OZZ. Kdy\u017e zam\u011bstnavatel spln\u00ed ve\u0161ker\u00e9 z\u00e1konem stanoven\u00e9 podm\u00ednky, je tento p\u0159\u00edsp\u011bvek n\u00e1rokov\u00fd.<\/p>\n<p>Od ledna do prosince 2017 poskytl st\u00e1t zam\u011bstnavatel\u016fm v r\u00e1mci podpory zam\u011bstn\u00e1v\u00e1n\u00ed OZP na CHPM 5 675 572 tis. K\u010d (za rok 2016 to bylo 4 952 515 tis. K\u010d).<\/p>\n<p>P\u0159\u00edsp\u011bvek na z\u0159\u00edzen\u00ed pracovn\u00edho m\u00edsta pro OZP<\/p>\n<p>Je ur\u010den na po\u0159\u00edzen\u00ed pot\u0159ebn\u00e9ho vybaven\u00ed z\u0159izovan\u00e9ho pracovn\u00edho m\u00edsta. Podm\u00ednkou je, \u017ee na takov\u00e9m m\u00edst\u011b mus\u00ed minim\u00e1ln\u011b t\u0159i roky pracovat OZP. P\u0159\u00edsp\u011bvek, jde-li o osobu zdravotn\u011b znev\u00fdhodn\u011bnou \u010di o osobu v 1. nebo 2. stupni invalidity, m\u016f\u017ee \u00daP \u010cR poskytovat maxim\u00e1ln\u011b ve v\u00fd\u0161i 8n\u00e1sobku (230 088 K\u010d) a v p\u0159\u00edpad\u011b osoby s t\u011b\u017e\u0161\u00edm zdravotn\u00edm posti\u017een\u00edm, tj. osoby invalidn\u00ed ve 3. stupni, maxim\u00e1ln\u011b ve v\u00fd\u0161i 12n\u00e1sobku (345 132 K\u010d) pr\u016fm\u011brn\u00e9 mzdy v n\u00e1rodn\u00edm hospod\u00e1\u0159stv\u00ed za 1. a\u017e 3. \u010dtvrtlet\u00ed p\u0159edchoz\u00edho kalend\u00e1\u0159n\u00edho roku. Jestli\u017ee zam\u011bstnavatel z\u0159izuje 10 a v\u00edce chr\u00e1n\u011bn\u00fdch pracovn\u00edch m\u00edst, pak m\u016f\u017ee maxim\u00e1ln\u00ed v\u00fd\u0161e p\u0159\u00edsp\u011bvku na z\u0159\u00edzen\u00ed jednoho chr\u00e1n\u011bn\u00e9ho pracovn\u00edho m\u00edsta \u010dinit 10n\u00e1sobek (287 610 K\u010d) a v p\u0159\u00edpad\u011b pracovn\u00edho m\u00edsta z\u0159\u00edzen\u00e9ho pro osobu s t\u011b\u017e\u0161\u00edm zdravotn\u00edm posti\u017een\u00edm 14n\u00e1sobek (402 654 K\u010d) uveden\u00e9 pr\u016fm\u011brn\u00e9 mzdy. Celkov\u00e1 \u010d\u00e1stka, kterou \u00daP \u010cR vyplatil od ledna do prosince 2017 v r\u00e1mci t\u00e9to agendy (do konce roku 2017 chr\u00e1n\u011bn\u00e1 pracovn\u00ed m\u00edsta), \u010dinila 34 408 tis. K\u010d (v roce 2016 to bylo 47 867 tis. K\u010d).<\/p>\n<p>P\u0159\u00edsp\u011bvek na \u010d\u00e1ste\u010dnou \u00fahradu provozn\u00edch n\u00e1klad\u016f vynalo\u017een\u00fdch v souvislosti se zam\u011bstn\u00e1v\u00e1n\u00edm OZP<\/p>\n<p>\u00daP \u010cR m\u016f\u017ee na takov\u00e9 pracovn\u00ed m\u00edsto poskytnout zam\u011bstnavateli nebo \u017eivnostn\u00edkovi se zdravotn\u00edm posti\u017een\u00edm i p\u0159\u00edsp\u011bvek na \u010d\u00e1ste\u010dnou \u00fahradu provozn\u00edch n\u00e1klad\u016f CHPM. Ro\u010dn\u00ed v\u00fd\u0161e p\u0159\u00edsp\u011bvku \u010din\u00ed nejv\u00fd\u0161e 48 tis. K\u010d. B\u011bhem 12 m\u011bs\u00edc\u016f lo\u0148sk\u00e9ho roku vyplatil \u00da\u0159ad pr\u00e1ce \u010cR zam\u011bstnavatel\u016fm touto cestou celkem 4 209 tis. K\u010d (v roce 2016 pak 3 800 tis. K\u010d).<\/p>\n<p>Sleva na dani<\/p>\n<p>Pokud firma zam\u011bstn\u00e1v\u00e1 osoby se zdravotn\u00edm posti\u017een\u00edm, m\u016f\u017ee tak\u00e9 uplatnit slevu na dani. V p\u0159\u00edpad\u011b ka\u017ed\u00e9ho pracovn\u00edka s 1. nebo 2. stupn\u011bm invalidity \u010din\u00ed sleva na dani 18 tis. K\u010d, v p\u0159\u00edpad\u011b zam\u011bstnance ve 3. stupni invalidity pak 60 tis. K\u010d ro\u010dn\u011b.<br \/>\nV uplatn\u011bn\u00ed na trhu pr\u00e1ce pom\u00e1h\u00e1 lidem se zdravotn\u00edm posti\u017een\u00edm tak\u00e9 pracovn\u00ed rehabilitace. Jde o komplexn\u00ed proces, kter\u00fd umo\u017e\u0148uje osob\u00e1m se zdravotn\u00edm posti\u017een\u00edm udr\u017eet si st\u00e1vaj\u00edc\u00ed zam\u011bstn\u00e1n\u00ed a p\u0159ipravit se na povol\u00e1n\u00ed \u010di pracovn\u00ed \u010dinnosti, kter\u00e9 jsou pro n\u011b vhodn\u00e9. Zahrnuje poradenskou \u010dinnost, p\u0159\u00edpravu na budouc\u00ed povol\u00e1n\u00ed, p\u0159\u00edpravu k pr\u00e1ci, specializovan\u00e9 rekvalifika\u010dn\u00ed kurzy, zprost\u0159edkov\u00e1n\u00ed zam\u011bstn\u00e1n\u00ed, udr\u017een\u00ed a zm\u011bnu zam\u011bstn\u00e1n\u00ed, zm\u011bnu povol\u00e1n\u00ed, vytv\u00e1\u0159en\u00ed vhodn\u00fdch podm\u00ednek pro v\u00fdkon zam\u011bstn\u00e1n\u00ed a pro v\u00fdkon jin\u00e9 v\u00fdd\u011ble\u010dn\u00e9 \u010dinnosti. B\u011bhem dvan\u00e1cti m\u011bs\u00edc\u016f lo\u0148sk\u00e9ho roku takto uzav\u0159el \u00daP \u010cR spole\u010dn\u011b s osobami se zdravotn\u00edm posti\u017een\u00edm celkem 420 Individu\u00e1ln\u00edch pl\u00e1n\u016f pracovn\u00ed rehabilitace OZP (v roce 2016 jich bylo 325).<\/p>\n<p>Zam\u011bstnanost t\u00e9to c\u00edlov\u00e9 skupiny uchaze\u010d\u016f podporuje \u00daP \u010cR tak\u00e9 prost\u0159ednictv\u00edm \u00fazk\u00e9 spolupr\u00e1ce s organizacemi a svazy, kter\u00e9 OZP zastupuj\u00ed. Konkr\u00e9tn\u00edm p\u0159\u00edkladem je Memorandum, kter\u00e9 v lednu 2018 uzav\u0159el \u00da\u0159ad pr\u00e1ce \u010cR a N\u00e1rodn\u00ed rada osob se zdravotn\u00edm posti\u017een\u00edm.
