{"id":30651,"date":"2018-07-04T22:33:37","date_gmt":"2018-07-04T20:33:37","guid":{"rendered":"http:\/\/www.invarena.cz\/?p=30651"},"modified":"2018-07-04T22:35:51","modified_gmt":"2018-07-04T20:35:51","slug":"mpsv-a-up-cr-podporuji-zamestnavatele-osob-se-zdravotnim-postizenim","status":"publish","type":"post","link":"https:\/\/www.invarena.cz\/?p=30651","title":{"rendered":"MPSV a \u00daP \u010cR podporuj\u00ed zam\u011bstnavatele osob se zdravotn\u00edm posti\u017een\u00edm"},"content":{"rendered":"<p><strong>Dne 30. \u010dervna 2018 kon\u010d\u00ed p\u0159echodn\u00e9 obdob\u00ed, b\u011bhem kter\u00e9ho se zam\u011bstnavatel\u00e9 zam\u011bstn\u00e1vaj\u00edc\u00ed osoby se zdravotn\u00edm posti\u017een\u00edm (OZP) mohli p\u0159ipravit na p\u0159echod od vymezov\u00e1n\u00ed \u010di z\u0159izov\u00e1n\u00ed chr\u00e1n\u011bn\u00e9ho pracovn\u00edho m\u00edsta (CHPM) k \u201eUzn\u00e1n\u00ed zam\u011bstnavatele za zam\u011bstnavatele na chr\u00e1n\u011bn\u00e9m trhu pr\u00e1ce\u201c.<\/strong> <!--more--><\/p>\n<p>Cht\u011bj\u00ed-li tito zam\u011bstnavatel\u00e9, i po zm\u011bn\u011b z\u00e1kona o zam\u011bstnanosti, \u017e\u00e1dat o p\u0159\u00edsp\u011bvky na podporu zam\u011bstn\u00e1v\u00e1n\u00ed OZP na chr\u00e1n\u011bn\u00e9m trhu pr\u00e1ce, mus\u00ed m\u00edt s \u00da\u0159adem pr\u00e1ce \u010cesk\u00e9 republiky (\u00daP \u010cR) uzav\u0159enou \u201eDohodu o uzn\u00e1n\u00ed za zam\u011bstnavatele osob se zdravotn\u00edm posti\u017een\u00edm\u201c (dohoda o uzn\u00e1n\u00ed). Stejn\u011b jako nov\u00ed zam\u011bstnavatel\u00e9 OZP, kte\u0159\u00ed p\u0159\u00edsp\u011bvek nepob\u00edrali, a hodlaj\u00ed o n\u011bj teprve po\u017e\u00e1dat.<\/p>\n<p>Podle nov\u00e9 pr\u00e1vn\u00ed \u00fapravy jsou do konce leto\u0161n\u00edho \u010dervna za uznan\u00e9 zam\u011bstnavatele pova\u017eov\u00e1ny ty firmy, kter\u00fdm \u00daP \u010cR od 1. 1. 2018 poskytoval p\u0159\u00edsp\u011bvek podle \u00a7 78 z\u00e1kona o zam\u011bstnanosti, ve zn\u011bn\u00ed \u00fa\u010dinn\u00e9m do 31. 12. 2017, a z\u00e1rove\u0148 spl\u0148uj\u00ed z\u00e1konem stanoven\u00e9 podm\u00ednky. <\/p>\n<p>Spln\u011bn\u00ed podm\u00ednek pro uzav\u0159en\u00ed dohody o uzn\u00e1n\u00ed ov\u011b\u0159uje \u00daP \u010cR, a to i proveden\u00edm m\u00edstn\u00edho \u0161et\u0159en\u00ed p\u0159\u00edmo na pracovi\u0161t\u00edch zam\u011bstnavatele. Jednou z t\u011bchto podm\u00ednek je bezhotovostn\u00ed v\u00fdplata mzdy nebo platu 80 % zam\u011bstnanc\u016fm se zdravotn\u00edm posti\u017een\u00edm. Tato podm\u00ednka plat\u00ed od roku 2012. Zm\u011bna pr\u00e1vn\u00ed \u00fapravy od 1. 1. 2018 vymezila obdob\u00ed, ve kter\u00e9m se spln\u011bn\u00ed t\u00e9to podm\u00ednky sleduje, a to na 12 m\u011bs\u00edc\u016f p\u0159ede dnem pod\u00e1n\u00ed \u017e\u00e1dosti o uzav\u0159en\u00ed dohody o uzn\u00e1n\u00ed. <\/p>\n<p>Proto\u017ee podle legislativy \u00fa\u010dinn\u00e9 do 31. 12. 2017 byla stejn\u00e1 podm\u00ednka sledov\u00e1na pro vymezen\u00ed \u010di z\u0159\u00edzen\u00ed CHPM v obdob\u00ed 1 m\u011bs\u00edce p\u0159edch\u00e1zej\u00edc\u00edho dni pod\u00e1n\u00ed \u017e\u00e1dosti o vymezen\u00ed \u010di z\u0159\u00edzen\u00ed CHPM, n\u011bkte\u0159\u00ed zam\u011bstnavatel\u00e9 OZP tuto podm\u00ednku podle nov\u00e9 metodiky MPSV a \u00daP \u010cR nespl\u0148ovali. MPSV proto zp\u0159esnilo dosavadn\u00ed metodick\u00fd postup. \u00daP \u010cR bude posuzovat podm\u00ednku bezhotovostn\u00ed v\u00fdplaty zvl\u00e1\u0161\u0165 za jednotliv\u00e9 m\u011bs\u00edce v pr\u016fb\u011bhu sledovan\u00e9ho obdob\u00ed, tedy v pr\u016fb\u011bhu 12 m\u011bs\u00edc\u016f, kter\u00e9 p\u0159edch\u00e1zej\u00ed dni, kdy zam\u011bstnavatel podal \u017e\u00e1dost o uzav\u0159en\u00ed dohody o uzn\u00e1n\u00ed. Dohodu o uzn\u00e1n\u00ed pak \u00daP \u010cR uzav\u0159e se zam\u011bstnavateli na dobu 3 let. <\/p>\n<p>P\u0159esto v\u0161ak nen\u00ed mo\u017en\u00e9 vylou\u010dit, \u017ee n\u011bkter\u00fd ze zam\u011bstnavatel\u016f ani na z\u00e1klad\u011b takto upraven\u00e9 metodiky p\u0159edm\u011btnou podm\u00ednku nespln\u00ed. O zm\u011bn\u011b legislativy informovalo MPSV v pr\u016fb\u011bhu lo\u0148sk\u00e9ho roku prost\u0159ednictv\u00edm tematicky zam\u011b\u0159en\u00fdch semin\u00e1\u0159\u016f, kter\u00e9 organizovala Asociace zam\u011bstnavatel\u016f zdravotn\u011b posti\u017een\u00fdch \u010cR. Z\u00e1rove\u0148 byli z\u00e1stupci zam\u011bstnavatel\u016f a organizace zastupuj\u00edc\u00ed OZP \u010dleny pracovn\u00ed skupiny pod\u00edlej\u00edc\u00ed se na p\u0159\u00edprav\u011b t\u00e9to legislativn\u00ed zm\u011bny. <\/p>\n<p>Od za\u010d\u00e1tku leto\u0161n\u00edho roku do 20. 6. 2018 p\u0159ijal \u00daP \u010cR celkem 3 235 \u017e\u00e1dost\u00ed o uzav\u0159en\u00ed dohody o uzn\u00e1n\u00ed. Na trhu pr\u00e1ce aktu\u00e1ln\u011b p\u016fsob\u00ed 3 210 zam\u011bstnavatel\u016f, kte\u0159\u00ed po\u017e\u00e1dali o p\u0159\u00edsp\u011bvek na zam\u011bstn\u00e1v\u00e1n\u00ed OZP. <\/p>\n<p>OZP pat\u0159\u00ed mezi skupiny uchaze\u010d\u016f o zam\u011bstn\u00e1n\u00ed ohro\u017een\u00fdch dlouhodobou nezam\u011bstnanost\u00ed. Proto jim st\u00e1t, pota\u017emo \u00daP \u010cR, v\u011bnuje zv\u00fd\u0161enou p\u00e9\u010di p\u0159i zprost\u0159edkov\u00e1n\u00ed zam\u011bstn\u00e1n\u00ed. Jen b\u011bhem uplynul\u00e9ho roku podpo\u0159il v r\u00e1mci n\u00e1stroj\u016f a opat\u0159en\u00ed aktivn\u00ed politiky zam\u011bstnanosti 8 552 OZP. Na podporu jejich zam\u011bstnanosti poskytl v roce 2017 celkem 5,72 mld. K\u010d. Podrobn\u011bj\u0161\u00ed informace jsou uvedeny na https:\/\/www.mpsv.cz\/files\/clanky\/32715\/UP_CR_poskytl_loni_57_mld._Kc_na_podporu_zamestnavani_OZP.pdf. <\/p>\n<p>Ke konci kv\u011btna nab\u00edzeli zam\u011bstnavatel\u00e9 z celkov\u00e9ho po\u010dtu nahl\u00e1\u0161en\u00fdch voln\u00fdch pracovn\u00edch m\u00edst (VPM) 14 576 pozic vhodn\u00fdch pro OZP. Nejv\u00edce \u0161anc\u00ed na z\u00edsk\u00e1n\u00ed pr\u00e1ce m\u011bli lid\u00e9 se zdravotn\u00edm posti\u017een\u00edm v Praze (2 719 VPM), ve St\u0159edo\u010desk\u00e9m (1 478 VPM), v Jihomoravsk\u00e9m (1 425 VPM) a Moravskoslezsk\u00e9m (1 302 VPM) kraji. Nej\u010dast\u011bji se jedn\u00e1 o pozice v oblasti ochrany a ostrahy, pro ukl\u00edze\u010de, v informa\u010dn\u00edch slu\u017eb\u00e1ch nebo t\u0159eba pomocn\u00e9 pr\u00e1ce ve v\u00fdrob\u011b. V evidenci \u00daP \u010cR bylo k 31. 5. 2018 celkem 41 462 OZP (18,1 % z celkov\u00e9ho po\u010dtu nezam\u011bstnan\u00fdch). Ke konci p\u0159edchoz\u00edho m\u011bs\u00edce podpo\u0159il \u00daP \u010cR finan\u010dn\u011b v r\u00e1mci z\u0159\u00edzen\u00ed pracovn\u00edch m\u00edst pro OZP 1 455 osob se zdravotn\u00edm posti\u017een\u00edm (z toho jich 40 vykon\u00e1v\u00e1 samostatn\u011b v\u00fdd\u011ble\u010dnou \u010dinnost).
