Ta m\u00e1 b\u00fdt jednodu\u0161\u0161\u00ed, adresn\u011bj\u0161\u00ed a efektivn\u011bj\u0161\u00ed. V realit\u011b ale p\u0159in\u00e1\u0161\u00ed i \u0159adu zmatk\u016f a ne\u010dekan\u00fdch dopad\u016f. V tomto \u010dl\u00e1nku vysv\u011btlujeme, co nov\u00e1 d\u00e1vka znamen\u00e1, kdo si m\u016f\u017ee polep\u0161it, kdo si pohor\u0161\u00ed \u2013 a jak si o ni spr\u00e1vn\u011b po\u017e\u00e1dat, abyste o podporu nep\u0159i\u0161li.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"co-je-superdavka-a-proc\">Co je superd\u00e1vka a pro\u010d vznikla<\/h2>\n\n\n\n<p>Superd\u00e1vka je&nbsp;<strong>nov\u00e1 soci\u00e1ln\u00ed d\u00e1vka, kter\u00e1 od \u0159\u00edjna 2025 postupn\u011b nahrazuje \u010dty\u0159i dosavadn\u00ed:&nbsp;<a href=\"https:\/\/dostupnyadvokat.cz\/blog\/prispevek-na-bydleni\">p\u0159\u00edsp\u011bvek na bydlen\u00ed<\/a>, doplatek na bydlen\u00ed,&nbsp;<a href=\"https:\/\/dostupnyadvokat.cz\/blog\/pridavek-na-dite-v-ramci-superdavky\">p\u0159\u00eddavek na d\u00edt\u011b<\/a>&nbsp;a p\u0159\u00edsp\u011bvek na \u017eivobyt\u00ed.<\/strong>&nbsp;Nov\u011b bude vypl\u00e1cena u\u017e jen ona \u2013 jako jedin\u00e1 d\u00e1vka st\u00e1tn\u00ed soci\u00e1ln\u00ed pomoci. C\u00edlem zm\u011bny je zjednodu\u0161it dosud rozt\u0159\u00ed\u0161t\u011bn\u00fd syst\u00e9m, sn\u00ed\u017eit administrativn\u00ed z\u00e1t\u011b\u017e a l\u00e9pe c\u00edlit pomoc tam, kde je skute\u010dn\u011b pot\u0159eba.<\/p>\n\n\n\n<p><a href=\"http:\/\/www.mpsv.cz\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministerstvo pr\u00e1ce a soci\u00e1ln\u00edch v\u011bc\u00ed<\/a>&nbsp;zd\u016fraz\u0148uje, \u017ee d\u00edky sjednocen\u00ed u\u017e&nbsp;<strong>lid\u00e9 nemus\u00ed pod\u00e1vat \u010dty\u0159i \u017e\u00e1dosti ani opakovan\u011b dokl\u00e1dat stejn\u00e9 p\u0159\u00edjmy<\/strong>. V\u0161e je obsa\u017eeno v jedn\u00e9 d\u00e1vce, jej\u00ed\u017e jednotliv\u00e9 slo\u017eky (nap\u0159. \u017eivobyt\u00ed, bydlen\u00ed, bonus na d\u00edt\u011b) \u00fa\u0159ad posoud\u00ed v r\u00e1mci jedin\u00e9ho \u0159\u00edzen\u00ed. Z\u00e1sadn\u00ed zm\u011bnou je ale to, \u017ee n\u00e1rok se u\u017e neposuzuje pouze podle p\u0159\u00edjm\u016f, ale tak\u00e9 podle celkov\u00e9ho majetku dom\u00e1cnosti.&nbsp;<strong>Zavedl se rovn\u011b\u017e tzv. pracovn\u00ed bonus<\/strong>, kter\u00fd m\u00e1 motivovat k ekonomick\u00e9 aktivit\u011b.<\/p>\n\n\n\n<p>Kritici upozor\u0148uj\u00ed, \u017ee nov\u00fd syst\u00e9m je sice jednodu\u0161\u0161\u00ed na pap\u00ed\u0159e, ale v praxi m\u016f\u017ee b\u00fdt pro n\u011bkter\u00e9 dom\u00e1cnosti m\u00e9n\u011b dostupn\u00fd. Sta\u010d\u00ed m\u00edt dv\u011b auta, drobnou investi\u010dn\u00ed nemovitost nebo vy\u0161\u0161\u00ed \u00faspory \u2013 a n\u00e1rok zanik\u00e1.&nbsp;<strong>V\u00fdrazn\u011b se zm\u011bnily i tzv. normativn\u00ed n\u00e1klady na bydlen\u00ed, podle kter\u00fdch se d\u0159\u00edve odv\u00edjely p\u0159\u00edsp\u011bvky<\/strong>. Tyto limity byly sn\u00ed\u017eeny, co\u017e se negativn\u011b dotklo nap\u0159\u00edklad osam\u011ble \u017eij\u00edc\u00edch senior\u016f nebo n\u00e1jemn\u00edk\u016f ve velk\u00fdch m\u011bstech.<\/p>\n\n\n\n<p>Zm\u011bna tedy neznamen\u00e1 jen zjednodu\u0161en\u00ed, ale tak\u00e9 z\u00e1sadn\u00ed p\u0159enastaven\u00ed pravidel: pomoc je p\u0159esn\u011bji zac\u00edlen\u00e1, ale tak\u00e9 p\u0159\u00edsn\u011bji podm\u00edn\u011bn\u00e1.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"kdo-ma-na-superdavku-narok\">Kdo m\u00e1 na superd\u00e1vku n\u00e1rok a podle \u010deho se posuzuje<\/h2>\n\n\n\n<p>Na superd\u00e1vku dos\u00e1hne dom\u00e1cnost, kter\u00e1 se ocitla v nep\u0159\u00edzniv\u00e9 soci\u00e1ln\u00ed situaci a spln\u00ed kombinaci p\u0159\u00edjmov\u00fdch, majetkov\u00fdch a dal\u0161\u00edch z\u00e1konn\u00fdch podm\u00ednek. Syst\u00e9m je oproti minulosti p\u0159\u00edsn\u011bj\u0161\u00ed, a p\u0159edev\u0161\u00edm komplexn\u011bj\u0161\u00ed \u2013 nesta\u010d\u00ed m\u00edt n\u00edzk\u00fd p\u0159\u00edjem, zkoum\u00e1 se i majetek, slo\u017een\u00ed dom\u00e1cnosti nebo typ bydlen\u00ed.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">P\u0159\u00edjem do 1,43n\u00e1sobku \u017eivotn\u00edho minima<\/h3>\n\n\n\n<p>Z\u00e1kladn\u00ed hranic\u00ed pro v\u011bt\u0161inu slo\u017eek superd\u00e1vky (nap\u0159. na \u017eivobyt\u00ed nebo bonus na d\u00edt\u011b) je p\u0159\u00edjem do 1,43n\u00e1sobku \u017eivotn\u00edho minima dom\u00e1cnosti. Do p\u0159\u00edjm\u016f se zapo\u010d\u00edt\u00e1vaj\u00ed:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u010dist\u00e9 mzdy a platy, p\u0159\u00edjmy z podnik\u00e1n\u00ed (v\u010detn\u011b vedlej\u0161\u00ed \u010dinnosti),<\/li>\n\n\n\n<li>d\u00e1vky (nap\u0159. rodi\u010dovsk\u00fd p\u0159\u00edsp\u011bvek, v\u00fd\u017eivn\u00e9, podpora v nezam\u011bstnanosti),<\/li>\n\n\n\n<li>nepen\u011b\u017en\u00ed p\u0159\u00edjmy (nap\u0159. natur\u00e1ln\u00ed pln\u011bn\u00ed od zam\u011bstnavatele),<\/li>\n\n\n\n<li>p\u0159iv\u00fdd\u011blky, brig\u00e1dy, dohody.<\/li>\n<\/ul>\n\n\n\n<p><strong>Pokud se dom\u00e1cnost do t\u00e9to hranice vejde, m\u016f\u017ee b\u00fdt posuzov\u00e1na ve zjednodu\u0161en\u00e9m re\u017eimu<\/strong>&nbsp;(nen\u00ed t\u0159eba dokl\u00e1dat n\u00e1klady na bydlen\u00ed). Pokud ji p\u0159ekro\u010d\u00ed, mus\u00ed u\u017e dolo\u017eit skute\u010dn\u00e9 n\u00e1klady a projde tzv. podrobn\u00fdm \u0161et\u0159en\u00edm.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Nov\u011b st\u00e1t zohled\u0148uje i majetek dom\u00e1cnosti:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Nemovitosti<\/strong>: p\u0159\u00edpustn\u00e1 je jedna nemovitost ur\u010den\u00e1 k bydlen\u00ed. Druhou lze vlastnit nejv\u00fd\u0161e 3 roky, nap\u0159. z d\u011bdictv\u00ed.<\/li>\n\n\n\n<li><strong>Auta<\/strong>: ka\u017ed\u00e1 dosp\u011bl\u00e1 osoba sm\u00ed m\u00edt jedno auto. V\u00fdjimky plat\u00ed pro\u00a0<a href=\"https:\/\/dostupnyadvokat.cz\/blog\/pronajem-pujcka-leasing-auta\">leasing<\/a>,\u00a0<a href=\"https:\/\/dostupnyadvokat.cz\/blog\/prukaz-ztp\">ZTP<\/a>, nebo auta u\u017e\u00edvan\u00e1 kv\u016fli p\u00e9\u010di o osobu bl\u00edzkou.<\/li>\n\n\n\n<li><strong>\u00daspory a hotovost<\/strong>\u00a0\u2013 limit \u010din\u00ed 200\u202f000 K\u010d pro jednotlivce, navy\u0161uje se o 50\u202f000 K\u010d za ka\u017ed\u00e9ho dal\u0161\u00edho \u010dlena dom\u00e1cnosti (max. 400\u202f000 K\u010d). Nezapo\u010d\u00edt\u00e1vaj\u00ed se prost\u0159edky na d\u016fchodov\u00e9 spo\u0159en\u00ed nebo stavebn\u00ed spo\u0159en\u00ed.<\/li>\n<\/ul>\n\n\n\n<p>D\u016fle\u017eit\u00fdm faktorem je tak\u00e9 tzv. p\u0159im\u011b\u0159enost bydlen\u00ed \u2013 dom\u00e1cnost nem\u016f\u017ee \u010derpat podporu, pokud bydl\u00ed v objektu, kter\u00fd nen\u00ed zkolaudov\u00e1n k bydlen\u00ed, nebo pokud by n\u00e1klady v\u00fdrazn\u011b p\u0159evy\u0161ovaly normativn\u00ed hodnoty.<\/p>\n\n\n\n<p>Z praxe vypl\u00fdv\u00e1, \u017ee n\u011bkte\u0159\u00ed \u017eadatel\u00e9 p\u0159ijdou o n\u00e1rok kv\u016fli \u201ebanalit\u00e1m\u201c \u2013 nap\u0159\u00edklad&nbsp;<a href=\"https:\/\/dostupnyadvokat.cz\/blog\/spoluvlastnictvi\">spoluvlastnictv\u00ed<\/a>&nbsp;pozemku po prarodi\u010d\u00edch, star\u0161\u00ed auto nav\u00edc v gar\u00e1\u017ei, nebo hotovost ulo\u017een\u00e1 pro p\u0159\u00edpad nenad\u00e1l\u00fdch v\u00fddaj\u016f. Naopak jsou p\u0159\u00edpady, kdy dom\u00e1cnost s n\u00edzk\u00fdm, ale stabiln\u00edm p\u0159\u00edjmem n\u00e1rok nez\u00edsk\u00e1, proto\u017ee p\u0159ekro\u010d\u00ed p\u0159\u00edjmovou hranici by\u0165 jen o stokoruny \u2013 typicky kv\u016fli jednor\u00e1zov\u00e9 mzd\u011b, odm\u011bn\u011b nebo pr\u00e1zdninov\u00e9 brig\u00e1d\u011b.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"jak-se-superdavka-pocita-a\">Jak se superd\u00e1vka po\u010d\u00edt\u00e1 a co v\u0161echno ovlivn\u00ed jej\u00ed v\u00fd\u0161i<\/h2>\n\n\n\n<p>V\u00fdpo\u010det superd\u00e1vky se op\u00edr\u00e1 o komplexn\u00ed posouzen\u00ed p\u0159\u00edjm\u016f, n\u00e1klad\u016f, slo\u017een\u00ed dom\u00e1cnosti, majetku i dal\u0161\u00edch okolnost\u00ed, p\u0159i\u010dem\u017e syst\u00e9m pracuje s n\u011bkolika vzorci a tabulkami.&nbsp;<strong>A\u010dkoliv se jedn\u00e1 o jednu d\u00e1vku, v\u00fdplata prob\u00edh\u00e1 po jednotliv\u00fdch slo\u017ek\u00e1ch \u2013 nap\u0159. na bydlen\u00ed, \u017eivobyt\u00ed, bonus na d\u00edt\u011b nebo pracovn\u00ed bonus.<\/strong><\/p>\n\n\n\n<p>Z\u00e1kladem je porovn\u00e1n\u00ed uznateln\u00fdch n\u00e1klad\u016f dom\u00e1cnosti (zejm\u00e9na na bydlen\u00ed a energie) s jej\u00edm \u010dist\u00fdm p\u0159\u00edjmem.&nbsp;<strong>V\u00fdsledn\u00e1 d\u00e1vka m\u00e1 \u201edofinancovat\u201c rozd\u00edl mezi t\u00edm, co m\u00e1 dom\u00e1cnost k dispozici, a t\u00edm, co st\u00e1t pova\u017euje za minim\u00e1ln\u00ed \u017eivotn\u00ed pot\u0159eby.<\/strong>&nbsp;Pozor \u2013 nepo\u010d\u00edtaj\u00ed se re\u00e1ln\u00e9 n\u00e1klady, ale tzv. normativn\u00ed n\u00e1klady na bydlen\u00ed (tedy tabulkov\u00e9 hodnoty podle velikosti obce, po\u010dtu osob a typu bydlen\u00ed), kter\u00e9 byly p\u0159i spu\u0161t\u011bn\u00ed superd\u00e1vky citeln\u011b sn\u00ed\u017eeny.<\/p>\n\n\n\n<p>K tomu st\u00e1t p\u0159idal pau\u0161\u00e1ly na energie, bez ohledu na skute\u010dnou spot\u0159ebu \u2013 co\u017e m\u016f\u017ee b\u00fdt probl\u00e9m pro dom\u00e1cnosti v energeticky n\u00e1ro\u010dn\u00fdch nebo star\u0161\u00edch domech.&nbsp;<strong>Pokud nap\u0159\u00edklad dom\u00e1cnost top\u00ed elekt\u0159inou nebo m\u00e1 \u0161patn\u011b izolovan\u00fd d\u016fm, nemus\u00ed j\u00ed \u201epau\u0161\u00e1l\u201c sta\u010dit.<\/strong><\/p>\n\n\n\n<p>V\u00fd\u0161i d\u00e1vky ovliv\u0148uj\u00ed tak\u00e9:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>velikost a slo\u017een\u00ed dom\u00e1cnosti<\/li>\n\n\n\n<li>typ bydlen\u00ed (n\u00e1jem, dru\u017estevn\u00ed byt, vlastn\u00ed nemovitost)<\/li>\n\n\n\n<li>p\u0159\u00edjmy v rozhodn\u00e9m obdob\u00ed (posuzuj\u00ed se t\u0159i m\u011bs\u00edce zp\u011btn\u011b)<\/li>\n\n\n\n<li>majetek v\u0161ech \u010dlen\u016f dom\u00e1cnosti<\/li>\n\n\n\n<li>a nov\u011b pracovn\u00ed aktivita \u2013 za tu st\u00e1t p\u0159izn\u00e1v\u00e1 tzv. pracovn\u00ed bonus, kter\u00fd zvy\u0161uje \u010d\u00e1stku d\u00e1vky u ekonomicky aktivn\u00edch osob (zam\u011bstnan\u00fdch, OSV\u010c nebo spolupracuj\u00edc\u00edch s \u00fa\u0159adem pr\u00e1ce)<\/li>\n<\/ul>\n\n\n\n<p>P\u0159\u00edklad z praxe:<\/p>\n\n\n\n<p>Pan\u00ed Iveta z \u00dast\u00ed nad Labem \u017eije sama v pronajat\u00e9 garsonce. D\u0159\u00edve pob\u00edrala p\u0159\u00edsp\u011bvek na bydlen\u00ed 7 500 K\u010d, ale po zaveden\u00ed superd\u00e1vky dostala \u010d\u00e1stku jen 4 300 K\u010d \u2013 kv\u016fli sn\u00ed\u017een\u00ed normativn\u00edch n\u00e1klad\u016f pro jej\u00ed lokalitu a tomu, \u017ee nem\u00e1 pracovn\u00ed aktivitu.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"jak-a-kdy-o-superdavku\">Jak a kdy o superd\u00e1vku po\u017e\u00e1dat<\/h2>\n\n\n\n<p>O novou d\u00e1vku st\u00e1tn\u00ed soci\u00e1ln\u00ed pomoci \u2013 tzv. superd\u00e1vku \u2013 lze \u017e\u00e1dat od 1. \u0159\u00edjna 2025. Pokud jste d\u0159\u00edve pob\u00edrali p\u0159\u00edsp\u011bvek na bydlen\u00ed, doplatek na bydlen\u00ed, p\u0159\u00eddavek na d\u00edt\u011b nebo p\u0159\u00edsp\u011bvek na \u017eivobyt\u00ed,&nbsp;<strong>mus\u00edte si o superd\u00e1vku za\u017e\u00e1dat znovu, a to nejpozd\u011bji do 31. prosince 2025<\/strong>. Nepod\u00e1n\u00ed \u017e\u00e1dosti znamen\u00e1 automatick\u00fd konec podpory \u2013 u\u017e od&nbsp;<strong>kv\u011btna 2026<\/strong>&nbsp;d\u00e1vka nep\u0159ijde, i kdybyste na ni jinak m\u011bli n\u00e1rok.<\/p>\n\n\n\n<p>\u017d\u00e1dost je mo\u017en\u00e9 podat t\u0159emi zp\u016fsoby:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Elektronicky<\/strong>\u00a0p\u0159es port\u00e1l MPSV (aplikace Jenda), pokud m\u00e1te bankovn\u00ed identitu.<\/li>\n\n\n\n<li><strong>Osobn\u011b<\/strong>\u00a0na kter\u00e9mkoliv kontaktn\u00edm pracovi\u0161ti \u00da\u0159adu pr\u00e1ce.<\/li>\n\n\n\n<li><strong>Po\u0161tou<\/strong>, vypln\u011bn\u00edm formul\u00e1\u0159e a zasl\u00e1n\u00edm na p\u0159\u00edslu\u0161n\u00fd \u00fa\u0159ad.<\/li>\n<\/ul>\n\n\n\n<p>K \u017e\u00e1dosti je nutn\u00e9 dolo\u017eit celou \u0159adu dokument\u016f. M\u011bly by zahrnovat:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>P\u0159\u00edjmy v\u0161ech \u010dlen\u016f dom\u00e1cnosti za rozhodn\u00e9 obdob\u00ed (v\u00fdplatn\u00ed p\u00e1sky, potvrzen\u00ed od zam\u011bstnavatele, v\u00fdpisy z \u00fa\u010dtu, u OSV\u010c da\u0148ov\u00e9 p\u0159izn\u00e1n\u00ed)<\/li>\n\n\n\n<li>N\u00e1klady na bydlen\u00ed (n\u00e1jemn\u00ed smlouva, faktury za energie, doklad o platb\u00e1ch)<\/li>\n\n\n\n<li>Slo\u017een\u00ed dom\u00e1cnosti (\u010destn\u00e9 prohl\u00e1\u0161en\u00ed, rodn\u00e9 listy d\u011bt\u00ed, potvrzen\u00ed o studiu)<\/li>\n\n\n\n<li>\u00dadaje o majetku \u2013 nap\u0159. v\u00fdpis z katastru, registr vozidel, v\u00fdpis z \u00fa\u010dt\u016f, potvrzen\u00ed o z\u016fstatku<\/li>\n\n\n\n<li>Souhlasy v\u0161ech zletil\u00fdch \u010dlen\u016f dom\u00e1cnosti s poskytnut\u00edm \u00fadaj\u016f<\/li>\n<\/ul>\n\n\n\n<p><strong>P\u0159esn\u00fd seznam po\u017eadovan\u00fdch podklad\u016f se m\u016f\u017ee m\u00edrn\u011b li\u0161it podle konkr\u00e9tn\u00ed situace i podle praxe jednotliv\u00fdch \u00fa\u0159ad\u016f<\/strong>&nbsp;\u2013 n\u011bkter\u00e9 \u017e\u00e1daj\u00ed nap\u0159\u00edklad nav\u00edc v\u00fdpisy z \u00fa\u010dt\u016f, potvrzen\u00ed o \u0161koln\u00ed doch\u00e1zce \u010di detailn\u00ed rozpis v\u00fddaj\u016f na energie.<\/p>\n\n\n\n<p>V\u00fdhodou je, \u017ee u\u017e nen\u00ed nutn\u00e9 pod\u00e1vat \u010dty\u0159i r\u016fzn\u00e9 \u017e\u00e1dosti \u2013 superd\u00e1vka v\u0161e sjednocuje. \u00da\u0159ad posuzuje n\u00e1rok komplexn\u011b a s\u00e1m rozd\u011bl\u00ed d\u00e1vku podle jednotliv\u00fdch slo\u017eek (nap\u0159. podpora na bydlen\u00ed, bonus na d\u00edt\u011b apod.).<\/p>\n\n\n\n<p><strong>A jak vypad\u00e1 realita?<\/strong><\/p>\n\n\n\n<p>Podle zku\u0161enost\u00ed z listopadu 2025 u\u017e n\u011bkter\u00e9 \u00fa\u0159ady d\u00e1vky vypl\u00e1cej\u00ed, zejm\u00e9na dom\u00e1cnostem, kter\u00e9 m\u011bly n\u00e1rok p\u0159iznan\u00fd automaticky na z\u00e1klad\u011b z\u00e1\u0159ijov\u00fdch p\u0159\u00eddavk\u016f.
