Podle n\u011bj ze zv\u00fd\u0161en\u00ed t\u011b\u017e\u00ed ne ti, kte\u0159\u00ed za ni pracuj\u00ed, ale lid\u00e9 pob\u00edraj\u00edc\u00ed soci\u00e1ln\u00ed d\u00e1vky.<\/strong><\/p>\n<p><!--more--><\/p>\n<p>Pokud pou\u017eijeme zdrav\u00fd selsk\u00fd rozum, objev\u00edme, \u017ee minim\u00e1ln\u00ed mzda je socialistick\u00fdm n\u00e1strojem, kter\u00fd nejv\u00edce po\u0161kozuje ty, kter\u00fdm m\u00e1 pom\u00e1hat.<\/p>\n<p>Minim\u00e1ln\u00ed mzda je vl\u00e1dn\u00ed administrativn\u00ed na\u0159\u00edzen\u00ed, kter\u00fdm vl\u00e1da ukl\u00e1d\u00e1 zam\u011bstnavatel\u016fm nejni\u017e\u0161\u00ed hranici mzdy, za kterou mohou zam\u011bstnat pracovn\u00edka. Tento n\u00e1pad poch\u00e1z\u00ed z konce 19. stolet\u00ed, ale &#8211; na rozd\u00edl t\u0159eba od soci\u00e1ln\u00edho poji\u0161t\u011bn\u00ed &#8211; nen\u00ed v z\u00e1padn\u00edm sv\u011bt\u011b standardem. Nap\u0159\u00edklad v EU m\u00e1 pr\u00e1vn\u011b zakotvenou minim\u00e1ln\u00ed mzdu 18 z 27 \u010dlensk\u00fdch st\u00e1t\u016f (minim\u00e1ln\u00ed mzda neexistuje nap\u0159\u00edklad v socialisty tak obl\u00edben\u00e9 Skandin\u00e1vii nebo v It\u00e1lii).<\/p>\n<p>V\u00fd\u0161e minim\u00e1ln\u00ed mzdy nen\u00ed kone\u010dn\u00e1 \u010d\u00e1stka, kterou zam\u011bstnavatel za zam\u011bstnance plat\u00ed. P\u0159ipo\u010d\u00edtejme k tomu je\u0161t\u011b zdravotn\u00ed a soci\u00e1ln\u00ed poji\u0161t\u011bn\u00ed a zjist\u00edme, \u017ee v sou\u010dasn\u00e9 dob\u011b zaplat\u00ed zam\u011bstnavatel za zam\u011bstnance s minim\u00e1ln\u00ed mzdou 10.720 korun a po zv\u00fd\u0161en\u00ed minim\u00e1ln\u00ed mzdy dokonce 11.390 (\u010dili o 670 korun v\u00edce).<\/p>\n<p>Nab\u00edz\u00ed se proto logick\u00e1 ot\u00e1zka, za kolik dnes zam\u011bstnan\u00fdch pracovn\u00edk\u016f s minim\u00e1ln\u00ed mzdou budou zam\u011bstnavatel\u00e9 ochotni toto zv\u00fd\u0161en\u00ed zaplatit.<\/p>\n<p>Ekonomick\u00e1 teorie, kter\u00e1 je v\u0161ak podep\u0159ena velk\u00fdm mno\u017estv\u00edm empirick\u00fdch dat a re\u00e1ln\u00fdch p\u0159\u00edb\u011bh\u016f z cel\u00e9ho sv\u011bta, n\u00e1m dostate\u010dn\u011b pr\u016fkazn\u011b ukazuje, \u017ee zvy\u0161ov\u00e1n\u00ed minim\u00e1ln\u00ed mzdy vede ke zvy\u0161ov\u00e1n\u00ed nezam\u011bstnanosti a vytla\u010dov\u00e1n\u00ed t\u011bch nejzraniteln\u011bj\u0161\u00edch z trhu pr\u00e1ce.<\/p>\n<p>Lid\u00e9 s minim\u00e1ln\u00edm vzd\u011bl\u00e1n\u00edm, mlad\u00ed lid\u00e9, a naopak lid\u00e9 t\u011bsn\u011b p\u0159ed d\u016fchodem \u010di hendikepovan\u00ed zam\u011bstnanci \u010dasto vykon\u00e1vaj\u00ed pr\u00e1ci, kter\u00e1 m\u00e1 pro zam\u011bstnavatele mnohdy ni\u017e\u0161\u00ed hodnotu, ne\u017e je sou\u010dasn\u00e1 minim\u00e1ln\u00ed mzda.<\/p>\n<p>Ka\u017ed\u00e9 jej\u00ed zv\u00fd\u0161en\u00ed proto vyv\u00edj\u00ed tlak na n\u00e1klady zam\u011bstnavatel\u016f, kte\u0159\u00ed, konfrontov\u00e1ni s realitou konkurence, budou muset tyto ohro\u017een\u00e9 zam\u011bstnance propou\u0161t\u011bt, a nap\u0159\u00edklad slu\u017eby ukl\u00edze\u010dek nebo nekvalifikovan\u00fdch d\u011bln\u00edk\u016f popt\u00e1vat dodavatelsky od jin\u00fdch firem.<\/p>\n<p>Takov\u00e1 \u00faprava n\u00e1klad\u016f je ze strany zam\u011bstnavatel\u016f naprosto racion\u00e1ln\u00ed a nem\u016f\u017eeme jim to m\u00edt nijak za zl\u00e9. Lid\u00e9, dnes pracuj\u00edc\u00ed alespo\u0148 s minim\u00e1ln\u00ed mzdou, se mohou z\u00edtra bez sv\u00e9ho p\u0159i\u010din\u011bn\u00ed ocitnout na \u00fa\u0159adu pr\u00e1ce. A tam se jim bude nov\u00e9 zam\u011bstn\u00e1n\u00ed sh\u00e1n\u011bt jen velmi obt\u00ed\u017en\u011b.<\/p>\n<p>Kdo tedy z t\u00e9to situace t\u011b\u017e\u00ed, kdy\u017e ne ti, kter\u00fdch se zv\u00fd\u0161en\u00ed minim\u00e1ln\u00ed mzdy existen\u010dn\u011b dot\u00fdk\u00e1? Jsou to lid\u00e9 pob\u00edraj\u00edc\u00ed soci\u00e1ln\u00ed d\u00e1vky a p\u0159ekvapiv\u011b i odbor\u00e1\u0159i!<\/p>\n<p>\u010c\u00e1st soci\u00e1ln\u00edch d\u00e1vek je odvozen\u00e1 jako koeficient minim\u00e1ln\u00ed mzdy, a toto propojen\u00ed je o\u010dividn\u00e9. Co u\u017e tolik o\u010dividn\u00e9 nen\u00ed, je vysv\u011btlen\u00ed postoje odbor\u016f, kter\u00e9 v t\u00e9to situaci vystupuj\u00ed jako &#8222;bojovn\u00edci za pr\u00e1va t\u011bch nejh\u016f\u0159e placen\u00fdch&#8220;.<\/p>\n<p>Troufnu si tvrdit, \u017ee odbor\u00e1\u0159\u016f, kte\u0159\u00ed pob\u00edraj\u00ed minim\u00e1ln\u00ed mzdu, je zcela miziv\u00e9 procento. Odborov\u00e9 svazy a firemn\u00ed odbory si ale p\u0159i kolektivn\u00edm vyjedn\u00e1v\u00e1n\u00ed se zam\u011bstnavateli (kter\u00e9 mnohdy po zm\u011bn\u011b minim\u00e1ln\u00ed mzdy n\u00e1sleduje i &#8222;mimo program&#8220; v pr\u016fb\u011bhu roku) \u010dasto vym\u016f\u017eou nav\u00e1z\u00e1n\u00ed vlastn\u00edch z\u00e1kladn\u00edch mezd jako n\u00e1sobek minim\u00e1ln\u00ed mzdy.<\/p>\n<p>Zv\u00fd\u0161en\u00ed minim\u00e1ln\u00ed mzdy pro n\u011b tedy m\u016f\u017ee znamenat takov\u00e9 nav\u00fd\u0161en\u00ed vlastn\u00edch mezd a plat\u016f, kter\u00e9 vy\u00fast\u00ed v tlak na n\u00e1klady zam\u011bstnavatel\u016f. Ti si v d\u016fsledku nemohou nap\u0159\u00edklad dovolit zam\u011bstnat nekvalifikovan\u00e9 nebo mlad\u00e9 pracovn\u00edky za minim\u00e1ln\u00ed mzdu.<\/p>\n<p>Je z\u0159ejm\u00e9, \u017ee odbor\u00e1\u0159i sv\u00e9 vol\u00e1n\u00ed po zm\u00edr\u0148ov\u00e1n\u00ed soci\u00e1ln\u00edch rozd\u00edl\u016f a boj za pr\u00e1va t\u011bch nejzraniteln\u011bj\u0161\u00edch na trhu pr\u00e1ce nemysl\u00ed \u00fapln\u011b v\u00e1\u017en\u011b.
