D\u016fkazem je i vzr\u016fstaj\u00edc\u00ed po\u010det lid\u00ed, kte\u0159\u00ed maj\u00ed probl\u00e9my, jak vyj\u00edt s rodinn\u00fdm rozpo\u010dtem. Kdy m\u00e1me n\u00e1rok na p\u0159\u00edsp\u011bvek na bydlen\u00ed?<\/strong><\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>Pro v\u00fdpo\u010det \u010d\u00e1stek \u017eivotn\u00edho a existen\u010dn\u00edho minima se ji\u017e od r. 2007 nezapo\u010d\u00edt\u00e1v\u00e1 r\u016fst n\u00e1klad\u016f na bydlen\u00ed, energie, teplo a vodu. O tom se moc nev\u00ed. Tvrd\u00ed se, \u017ee pr\u00fd jsou tyto n\u00e1klady kryty p\u0159\u00edsp\u011bvkem na bydlen\u00ed!<\/p>\n<p>V\u0161echni, kdo plat\u00ed za bydlen\u00ed m\u011bs\u00ed\u010dn\u011b v\u00edce ne\u017e 30 % (v Praze 35 %) z \u010dist\u00fdch p\u0159\u00edjm\u016f dom\u00e1cnosti, mohou o p\u0159\u00edsp\u011bvek na bydlen\u00ed na m\u00edstn\u00edch \u00fa\u0159adech pr\u00e1ce po\u017e\u00e1dat. Nesty\u010fte se za n\u011bco, co jste nezavinili. Na r\u016fzn\u00fdch internetov\u00fdch adres\u00e1ch, nap\u0159. na webu ministerstva pr\u00e1ce a soci\u00e1ln\u00edch v\u011bc\u00ed, najdete kalkula\u010dku, zda na p\u0159\u00edsp\u011bvek m\u00e1te n\u00e1rok.<\/p>\n<p>V\u00fd\u0161e p\u0159\u00edsp\u011bvku se rovn\u00e1 rozd\u00edlu, o kter\u00fd m\u011bs\u00ed\u010dn\u00ed n\u00e1klady na bydlen\u00ed p\u0159ekra\u010duj\u00ed v\u00fd\u0161e uveden\u00e9 procento \u010dist\u00fdch p\u0159\u00edjm\u016f, av\u0161ak jen do hranice normativn\u00edch n\u00e1klad\u016f. Ty \u010din\u00ed nap\u0159. pro dvou\u010dlennou dom\u00e1cnost v Praze v n\u00e1jemn\u00edm byt\u011b 10 750 K\u010d, pro stejnou dom\u00e1cnost v cel\u00e9 \u010cR v byt\u011b vlastn\u00edm \u010di dru\u017estevn\u00edm v\u0161ak jen 6557 korun.<\/p>\n<p>St\u00e1le \u010dast\u011bji se s prosbou o radu obracej\u00ed \u010dten\u00e1\u0159i, kter\u00e9 zaj\u00edm\u00e1 stejn\u00e1 v\u011bc: Jak, kde a kdy \u017e\u00e1dat o p\u0159\u00edsp\u011bvek na bydlen\u00ed? Proto\u017ee jde o v\u00e1\u017en\u00fd probl\u00e9m, n\u00e1klady na bydlen\u00ed stoupaj\u00ed a \u0159ada dom\u00e1cnost\u00ed m\u00e1 n\u00e1rok na p\u0159\u00edsp\u011bvek na bydlen\u00ed, ale bu\u010f o tom nev\u011bd\u00ed, nebo neznaj\u00ed podrobnosti, \u010di se dokonce ost\u00fdchaj\u00ed j\u00edt po\u017e\u00e1dat, p\u0159ipom\u00edn\u00e1me jeden \u010dten\u00e1\u0159sk\u00fd dotaz.<\/p>\n<p><strong>DOPLATEK A P\u0158\u00cdSP\u011aVEK<\/strong><\/p>\n<p><em>R\u00e1da bych se informovala o mo\u017enostech pro z\u00edsk\u00e1n\u00ed doplatku na bydlen\u00ed nebo p\u0159\u00edsp\u011bvku na bydlen\u00ed. Bydl\u00edm v region\u00e1ln\u00edm m\u011bst\u011b, kde mus\u00edm setrv\u00e1vat z l\u00e9\u010debn\u00fdch d\u016fvod\u016f (doch\u00e1z\u00edm pravideln\u011b do nemocnice) a z v\u016fle majitele si zde nemohu z\u0159\u00eddit trval\u00e9 bydli\u0161t\u011b. Trval\u00e9 bydli\u0161t\u011b m\u00e1m tedy ve sv\u00e9m rodi\u0161ti. Majitelkou bytu je m\u00e1 matka. Vzhledem k v\u00fd\u0161i n\u00e1jmu a faktu, \u017ee pob\u00edr\u00e1m jen \u010d\u00e1ste\u010dn\u00fd invalidn\u00ed d\u016fchod a jsem \u010dty\u0159i roky bez trval\u00e9 pr\u00e1ce, by se mi velice hodil p\u0159\u00edsp\u011bvek \u010di doplatek na bydlen\u00ed v m\u00edst\u011b m\u00e9ho p\u0159echodn\u00e9ho bydli\u0161t\u011b. Je mo\u017en\u00e9 jej z\u00edskat nap\u0159. p\u0159i dolo\u017een\u00ed nutnosti pobytu z l\u00e9\u010debn\u00fdch d\u016fvod\u016f, pokud poskytnu potvrzen\u00ed, podle kter\u00e9ho si majitel nep\u0159eje, abych si tu z\u0159\u00eddila trval\u00e9 bydli\u0161t\u011b? <\/em><\/p>\n<p><em>Druhou mo\u017enost\u00ed je za\u017e\u00e1dat si o p\u0159\u00edsp\u011bvek v byt\u011b m\u00e9 matky. Nev\u00edm ale, jak\u00fd je m\u016fj vztah k n\u011bmu, ani jak by to z pr\u00e1vn\u00edho hlediska bylo v p\u0159\u00edpad\u011b pron\u00e1jmu. M\u016f\u017ee m\u011b matka z bytu vypov\u011bd\u011bt? A v p\u0159\u00edpad\u011b, \u017ee bych si za\u017e\u00e1dala, je nutn\u00e9 s n\u00ed sepsat n\u00e1jemn\u00ed smlouvu? Sta\u010d\u00ed v tom p\u0159\u00edpad\u011b prok\u00e1zat, \u017ee v\u00fdlohy za byt platila v minul\u00e9m \u010dtvrtlet\u00ed ona, nebo bych musela dolo\u017eit platby ze sv\u00e9ho \u00fa\u010dtu? Co se t\u00fd\u010de doplatku na bydlen\u00ed, na kter\u00e9 sta\u010d\u00ed dolo\u017eit n\u00e1jemn\u00ed smlouvu, m\u011bla bych na n\u011bj n\u00e1rok, kdy\u017e nepracuji a m\u00e1m jen \u010cID? Jsem m\u00edrn\u011b nad v\u00fd\u0161\u00ed \u017eivotn\u00edho minima. K. S.<\/em><\/p>\n<p>Doporu\u010duji, abyste se v m\u00edst\u011b bydli\u0161t\u011b p\u0159ihl\u00e1sila k trval\u00e9mu pobytu. K tomu posta\u010d\u00ed platn\u00e1 n\u00e1jemn\u00ed smlouva, nepot\u0159ebujete souhlas majitele domu. Takov\u00e9 p\u0159ihl\u00e1\u0161en\u00ed jej k ni\u010demu nezavazuje, v\u00e1m z tohoto titulu tak\u00e9 nevznik\u00e1 \u017e\u00e1dn\u00fd n\u00e1rok na bydlen\u00ed. Ale je to v\u00fdhodn\u00e9 pro oba &#8211; vy budete m\u00edt n\u00e1rok na p\u0159\u00edsp\u011bvek na bydlen\u00ed (jen tehdy, pokud m\u00e1te v byt\u011b trval\u00e9 bydli\u0161t\u011b!), majiteli budete sn\u00e1ze platit n\u00e1jemn\u00e9. A jedin\u011b v p\u0159\u00edpad\u011b, \u017ee m\u00e1te n\u00e1rok na p\u0159\u00edsp\u011bvek na bydlen\u00ed, z\u00edsk\u00e1te n\u00e1rok na d\u00e1vky v hmotn\u00e9 nouzi, tedy na doplatek na bydlen\u00ed. Jsou drobn\u00e9 v\u00fdjimky, ty soci\u00e1ln\u00ed odbory znaj\u00ed.<\/p>\n<p>Pokud byste \u017e\u00e1dala o p\u0159\u00edsp\u011bvek z titulu bydlen\u00ed v dom\u011b sv\u00e9 maminky, pak se posuzuje p\u0159\u00edjem v\u0161ech \u010dlen\u016f spole\u010dn\u00e9 dom\u00e1cnosti. Kdybyste v\u0161ak sepsala s maminkou n\u00e1jemn\u00ed smlouvu o n\u00e1jmu samostatn\u00e9ho bytu pro v\u00e1s, pak by se posuzovaly jen v\u00fddaje, kter\u00e9 jste zaplatila vy sama.
